AB  - Increased demand for food production, influenced by the constant growth of population, resulted in the agricultural production systems that are more energy and economy intensive. The aim of this study was to evaluate the energetic and economic efficiency of sugar beet and wheat production. Attention was given to the fertilizer usage and its share in energy consumption since it can amount to 50%. Data show that energy input in wheat production was 5.84 MJ.kg(-1) and in sugar beet it was 0.93 MJ.kg(-1). The highest share of energy input both in wheat and sugar beet was observed for fertilizers, 52.45% and 46.70%, respectively. Economic analysis has shown that wheat production is a low profitable production with a net return of only 20.69 USD.ha(-1), in comparison with sugar beet production with a net return of 513.53 USD.ha(-1). Costs related to the fertilizer use prevailed in total variable and total production costs. Economic analysis has also shown that the benefit-to-cost ratio was higher in sugar beet production (1.33) compared to wheat production (1.03). Furthermore, it was determined that these economic indicators were less sensitive in sugar beet production than in wheat production regarding the variation of fertilizer.

Technical efficiency of arable farms in Serbia: do subsidies matter?

AB  - This paper analyses the technical efficiency of arable farms in Serbia and its determinants using a two-stage double bootstrap Data Envelopment Analysis (DEA) approach on the Farm Accountancy Data Network (FADN) data from 2014 and 2015 with special emphasis on the impact of agricultural subsidies on the technical efficiency of arable farms in Serbia. Bias-corrected DEA efficiency scores were first calculated and then regressed on a set of explanatory variables using the double-truncated regression approach. The estimates suggest that the share of rented land, land to labour ratio and financial stress variables are the main determinants of arable farm efficiency in Serbia. For the subsidies we found that area payments and input subsidies have some impacts on the technical efficiency of arable farms. In contrast, investment and other subsidies were found to have an insignificant impact on farm technical efficiency. These results suggest that the future potential shift of the Serbian agricultural support towards the Common Agricultural Policy (CAP)-like area based payments is expected to have a minimal but likely positive impact on farms technical efficiency in Serbia.

AB  - The term sustainable development is used in many areas and spheres of life and is becoming a modern phenomenon determining the direction of progress of every society. Sustainable development implies continuous economic development with respect to environmental principles and focuses on overcoming conflicts between economy and ecology. The aim of this paper is to evaluate sustainable development management in EU countries through selected indicators characterizing sustainable development and its core dimensions. We present the results of an evaluation of the sustainable development of EU countries using cluster analysis. Countries that are similar in terms of sustainability are identified by cluster analysis. Four clusters were separated, the affiliation of each country to a particular cluster was determined, and the characteristics of each cluster were defined. The goal of sustainability management is to create an adequate approach to development of the economic and environmental performance, and therefore achieve sustainability. The achievements of most developed countries should be an incentive for those that are at a lower level of development. In addition, this research provides insight into some specific goals of sustainable development where some countries are lagging behind. This could be the basis for directing efforts in specific areas of sustainable development to improve their own position in such an important global issue.

The effectiveness factors of maize and sunflower production on family farms

AB  - Success of family farms engaged exclusively in crop production is conditioned by numerous factors, which can be classified into two groups: external and internal. Family farms have no influence over external factors, such as prices of inputs and outputs or climate conditions. On the other hand, farms can significantly influence internal factors, including production structure, agrotechnology and production technology, in order to increase their business performance. The analysis of the effectiveness of maize and sunflower production was based on ten-year surveys conducted between 2009 and 2018 on family farms in Vojvodina with 10-20 ha of arable land used exclusively for crop production, organized in a three-field crop rotation. It was established that sunflower, due to its biological characteristics, has better resistance to unfavorable climatic conditions than maize, so it provides better economics results of production, contributing thus to the increase in the effectiveness of crop production on family farms.
AB  - Uspešnost poslovanja porodičnih gazdinstava usmerenih isključivo na ratarsku proizvodnju uslovljena je brojnim faktorima, koji se mogu svrstati u dve grupe: eksterne i interne. Na eksterne faktore, kao što su cene inputa i outputa i klimatski uslovi porodična gazdinstva nemaju gotovo nikakvog uticaja. Sa druge strane, na interne faktore (struktura proizvodnje, agrotehnika, tehnologija proizvodnje...) ova gazdinstva mogu značajnije uticati u cilju povećanja uspešnosti poslovanja. Na bazi rezultata desetogodišnjih anketa sprovedenih na porodičnim gazdinstvima Vojvodine, u periodu 2009-2018. veličine oraničnog zemljišta 10-20 ha, specijalizovanih isključivo za ratarsku proizvodnju, organizovanu u tropoljnom plodoredu izvršeno je ispitivanje efektivnosti proizvodnje kukuruza i suncokreta. Ustanovljeno je da suncokret, zahvaljujući svojim biološkim karakteristikama, bolje podnosi nepovoljne klimatske uslove od kukuruza, obezbeđuje povoljnije rezultate, pa samim tim doprinosi povećanju efektivnosti ratarske proizvodnje na porodičnim gazdinstvima.

Foreign trade and comparative advantages of agrarian sector of Serbia and neighboring countries

AB  - Foreign trade of commodities of total economy of Serbia and countries in the region is characterized by a huge deficit. Small economies, such as these, are marked with significant trade openness that is result of their high import dependence. Agrarian sector has a high share in foreign trade of Serbia and neighbouring countries. Surplus in foreign trade exists only in Serbian agrarian sector, while the biggest trade deficit is recorded in Bosnia and Herzegovina, and the lowest level of foreign trade coverage (9%) in agrarian sector of Montenegro. Comparative analysis of competitiveness was conducted on the basis of the revealed comparative advantage index. Comparative advantage in the exchange of agro-food products of Serbia with the world is achieved in ten commodity divisions, and the most significant are: cereals; vegetables and fruits; sugar and honey, and in recent years, tobacco and tobacco products. In countries of the region, there is significantly less number of divisions of agro-food products that are competitive on global market.

AB  - The problem of hunger and measurement of food (in)security is still a current issue. The international community committed to eliminate all forms of hunger and malnutrition in accordance with the Sustainable Development Goals (SDGs) by 2030. The concept of food security that consists of a number of dimensions (availability, access, quality and stability of food) and indicators measuring all these aspects have changed over time. The aim of this paper is to analyze the most commonly used indicators which describe and measure different dimensions of food (in)security and hunger. It also aims to examine the situation in Serbia and neighboring countries. A comparative analysis was performed using the Global Index hunger (GHI), which is calculated by International Food Policy Research Institute (IFPRI) every year.
AB  - Problem gladi i merenje prehrambene (ne)sigurnosti, predstavlja, i dalje, aktuelno pitanje. Međunarodna zajednica se obavezala, da u skladu sa ciljevima održivog razvoja (Sustainable Development Goals SDGs) UN eliminiše glad i sve oblike pothranjenosti do 2030. godine. Koncept prehrambene sigurnosti se tokom vremena menjao i s obzirom da obuhvata više dimenzija (raspoloživost, pristup, kvalitet i stabilnost hrane) menjao se broj i tip indikatora koji mere navedene aspekte. Cilj rada je da se analiziraju najčešće korišćeni indikatori kojima se opisuju i mere različite dimenzije prehrambene (ne)sigurnosti i gladi, kao i da se sagleda stanje u Srbiji i zemljama u okruženju. Komparativna analiza je izvedena primenom Globalnog indeksa gladi (Global Hunger Index-GHI), koji svake godine izračunava Institut za istraživanja u međunarodnoj prehrambenoj politici (International Food Policy Research Institute-IFPRI).

The international community committed to eliminate all forms of hunger and malnutrition in accordance with the Sustainable Development Goals (SDGs) by 2030. The concept of food security that consists of a number of dimensions (availability, access, quality and stability of food) and indicators measuring all these aspects have changed over time. The aim of this paper is to analyze the most commonly used indicators which describe and measure different dimensions of food (in)security and hunger. It also aims to examine the situation in Serbia and neighboring countries. A comparative analysis was performed using the Global Index hunger (GHI), which is calculated by International Food Policy Research Institute (IFPRI) every year., Problem gladi i merenje prehrambene (ne)sigurnosti, predstavlja, i dalje, aktuelno pitanje. Međunarodna zajednica se obavezala, da u skladu sa ciljevima održivog razvoja (Sustainable Development Goals SDGs) UN eliminiše glad i sve oblike pothranjenosti do 2030. godine. Koncept prehrambene sigurnosti se tokom vremena menjao i s obzirom da obuhvata više dimenzija (raspoloživost, pristup, kvalitet i stabilnost hrane) menjao se broj i tip indikatora koji mere navedene aspekte. Cilj rada je da se analiziraju najčešće korišćeni indikatori kojima se opisuju i mere različite dimenzije prehrambene (ne)sigurnosti i gladi, kao i da se sagleda stanje u Srbiji i zemljama u okruženju. Komparativna analiza je izvedena primenom Globalnog indeksa gladi (Global Hunger Index-GHI), koji svake godine izračunava Institut za istraživanja u međunarodnoj prehrambenoj politici (International Food Policy Research Institute-IFPRI).",

AB  - The elemental profile of the leaf samples of three Cabernet Franc clone candidates recently developed in Serbia (Nos. 02, 010 and 012) obtained in the last phase of clonal selection was examined within this study by ICP-OES. Optimal content of Al, Fe, Cu and Zn, the metals well known for their links with a number of neurodegenerative disorders including Alzheimer's disease, has actually highlighted the potential of the leaf sample No. 10 to afford a novel food supplement of natural origin possessing well balanced metal ingredients. Furthermore, lower content of some other elements (Cr, Mn, Ni and Pb) thoroughly supports such a claiming. Finally, the most favourable K/Na ratio observed for the aforementioned sample points out its likely cardioprotectivity. However, two other Cabernet Franc clone candidates might also be recommended for breeding in the same or similar viticultural conditions, since all obtained values were below toxic ones for human consumption. Brownfield investments as possibility of revitalization and sustainability of locations

AB  - Investments for revitalization of locations through Brownfield investments provide an opportunity to establish and test new sustainable development practices. The economic advantage of analyzed Brownfield investments is that there are already certain capacities and infrastructure in a specific location. The research found that the funds invested in the cleaning of the terrain, waste treatment with the so-called. "Wild" landfills, in adaptation of buildings, arrangement of green areas, improvement of infrastructure and the like, have economic and financial justification. In addition, a number of other qualitative effects of general interest have been highlighted. The effects of this investment are considered from socioeconomic, environmental and other aspects, as well as to the development of local economy and environmental protection. In addition to the ecological and economic aspects of investing in Brownfield investment, special attention should be paid to risk management and social aspects of local sustainable development.

Economic justification of honey production in Serbia

AB  - Although beekeeping in Serbia has a long tradition, the interest of farmers for this branch of agricultural production depends on the expected economic benefits. Assessing the economic justification of beekeeping is based on the analysis of the revenues from honey production, as the main and often the only beekeeping product, and the expenses generated in production. The aim of the paper is to compare revenues and expenses in the production of honey and to determine the threshold of profitability. The calculation of the revenues and the expenses was made on the basis of data obtained from the survey of beekeepers and from the available secondary sources. The analysis showed that the profitability threshold was achieved with 68 colonies, or with production volume of 1,450 kg of honey. The values of the indicators of economic efficiency, productivity and profitability indicate that beekeeping was economically justified on farms with 100 and 200 colonies.
AB  - Iako pčelarstvo u Srbiji ima dugu tradiciju, zainteresovanost poljoprivrednika za ovu granu poljoprivredne proizvodnje zavisi od ekonomskih koristi koje mogu da očekuju. Sagledavanje prihoda od proizvodnje meda, kao glavnog a često i jedinog proizvoda pčelarstva i troškova koji nastaju u proizvodnji predstavlja osnovu za ocenu ekonomske opravdanosti ove delatnosti. Cilj rada je da se izvrši poređenje prihoda i troškova u proizvodnji meda, kao i da se utvrdi prag rentabilnosti proizvodnje. Kalkulacija prihoda i troškova je sačinjena na osnovu podataka koji su prikupljeni anketiranjem pčelara i iz dostupnih sekundarnih izvora. Sprovedena analiza ukazuje da se prag rentabilnosti ostvaruje sa 68 pčelinjih društava, odnosno pri obimu proizvodnje od 1.450 kg meda. Vrednosti pokazatelja ekonomičnosti, produktivnosti i rentabilnosti ukazuju da je pčelarenje ekonomski opravdano na gazdinstvima sa 100 i 200 pčelinjih društava.

AB  - In the paper analyzes the trends in the development of market production of fruit (on the example of the apple and the plum) and grapes in Serbia from 1976 to 2015. The grouping of the Serbian districts according to the degree of the market production of fruit and grapes in 2015 was performed by a cluster analysis, on the basis of the six features of production, five features of the capacities, and five features of development. According to the data for 2015, the degree of the marketability of apples in Serbia was 47.7%, plums 15.9%, and grapes 18.3%. The Serbia-North Region shows a surplus in the production of apples, and a deficit in the production of plums (-181.7%) and grapes (-99.1%). The Serbia-South Region has a surplus in the production of the analyzed kinds of fruit (the apple accounting for 43.0%, and the plum 50.9%) and grapes (45.2%).
AB  - U radu je analizriana regionalna obeležja tržišne proizvodnje voća (na primeru jabuke i šljive) i grožđa po oblastima Srbije u periodu 1976-2015. godine. Grupisanje oblasti u Srbiji prema stepenu tržišne proizvodnje voća i grožđa u 2015. godini izvršeno je klaster analizom na osnovu 6 obeležja proizvodnje, 5 obeležja kapaciteta i 5 obeležja razvijenosti. Prema podacima za 2015. godinu, stepen tržišnosti jabuka u Srbiji iznosio je 47.7%, šljiva 15.9% i grožđa 18.3%. Region Srbija-Sever suficitaran je u proizvodnji jabuka, a deficitaran u proizvodnji šljiva (-181.7%) i grožđa (-99.1%). Region Srbija-Jug suficitaran je u proizvodnji analiziranih vrsta voća (jabuka 43.0% i šljiva 50.9%) i grožđa (45.2%).

State financial support to cooperatives in Serbia

AB  - Co-operatives in the most developed European countries have a tradition of over 150 years, and among first cooperatives founded in the middle of the 19th century were those on the territory of today's Serbia. Until the beginning of the Second World War, Serbia had a developed and successful cooperative system. In the post-war period, there was a degradation of co-operative system and its departure from the basic cooperative values and principles. The transition period during the 1990s brought new problems through privatization and the creation of unresolved cooperative property. The first visible progress in the development of modern Serbian co-operatives was achieved in 2017 through the introduction of state support to existing and new cooperatives in the amount of 200 million dinars. The initial results indicated that this relatively modest financial state support resulted in establishment of significant number of new cooperatives. Accordingly, more than 800 million dinars were allocated from the budget in 2018 to support the development of co-operatives. Significantly increased state support imposes the issue of budget control and preventing potential misuse, such as the establishment of 'false' co-operatives solely for the purpose of receiving financial support. Possible embezzlement could cause in the future the suspension of state support to cooperatives, which can be prevented primarily through the improvement of the cooperative audit system.
AB  - Zadrugarstvo u danas najrazvijenijim evropskim državama ima tradiciju od preko 150 godina, a među prvim zadrugama koje su osnivane sredinom 19. veka bile su i one na teritoriji današnje Srbije. Do početka Drugog svetskog rata, Srbija je imala razvijen i uspešan zadružni sistem. U periodu nakon rata, došlo je do degradacije zadrugarstva i njegovog udaljavanja od osnovnih zadružnih vrednosti i principa. Period tranzicije tokom 1990-ih doneo je nove probleme kroz privatizaciju i stvaranje nerešenog pitanja zadružne imovine. Prvi vidljiv pomak u razvoju savremenog srpskog zadrugarstva ostvaren je tokom 2017. godine kroz uvođenje državne podrške postojećim i novim zadrugama u iznosu od oko 200 miliona dinara. Početni rezultati ukazuju na to da je ova relativno skromna finansijska pomoć države rezultirala osnivanjem značajnog broja novih zadruga. U skladu sa tim, za podršku razvoja zadrugarstva u 2018. godini iz budžeta je dodeljeno preko 800 miliona dinara. Značajno uvećana državna podrška nameće pitanje kontrole trošenja sredstava i sprečavanja potencijalnih zloupotreba, kao što je osnivanje 'lažnih' zadruga isključivo u cilju dobijanja novčanih sredstava. Eventualne pronevere ili nenamensko trošenje mogli bi u budućnosti uzrokovati obustavljanje državne podrške zadrugarstvu, što se može sprečiti, pre svega, kroz unapređenje sistema zadružne revizije.

The first visible progress in the development of modern Serbian co-operatives was achieved in 2017 through the introduction of state support to existing and new cooperatives in the amount of 200 million dinars. The initial results indicated that this relatively modest financial state support resulted in establishment of significant number of new cooperatives. Accordingly, more than 800 million dinars were allocated from the budget in 2018 to support the development of co-operatives. Significantly increased state support imposes the issue of budget control and preventing potential misuse, such as the establishment of 'false' co-operatives solely for the purpose of receiving financial support. Prices as a factor of effectiveness of maize production on family farms

AB  - The effectiveness of maize production on family farms depends on many factors such as production costs, achieved yields, level and parity of prices for used inputs and the price of final product, the level and type of subsidies and similar. In this paper the influence of prices of inputs and outputs on the effectiveness of maize production was examined, based on data collected in the period of 2005 to 2017 through the survey of 25 family farms aimed at crop production from the territory of Južni Banat, part of the Vojvodina region, size of 10-20 hectares of arable land. The gross margin was used to measure the effectiveness of maize production. Changes in the prices of inputs and outputs in the analysed period suggests the existence of disparity of prices at the expense of output, since the prices of inputs used in the maize production were significantly higher and grew faster. Using the regression analysis it was established that the price of corn has a very significant influence (p lt 0.01), while achieved yields had a statistically significant effect on the gross margin (p lt 0.05). In addition, the regression model, as a whole, is statistically significant because the F-ratio=21.028 was graded as very significant (p lt 0.01).
AB  - Efektivnost proizvodnje kukuruza na porodičnim gazdinstvima uslovljena je brojnim faktorima kao što su: ostvareni prinosi, troškovi proizvodnje, nivo i paritet cena korišćenih inputa i cena finalnog proizvoda, nivo i vrste podsticaja i sl. U ovom radu je, na osnovu podataka prikupljanih metodom ankete na 25 porodičnih gazdinstava, veličine 10-20 ha obradivog zemljišta, usmerenih na ratarsku proizvodnju, sa područja Južnobanatske oblasti regiona Vojvodine, sprovedenom u periodu 2005-2017. godina ispitivan uticaj cena inputa i autputa na efektivnost proizvodnje kukuruza. Za merenje efektivnosti proizvodnje kukuruza korišćena je bruto marža. Kretanja cena inputa i autputa u posmatranom vremenskom periodu upućuje na zaključak o postojanju (dispariteta) makaza cena na štetu autputa, budući da su cene inputa korišćenih za proizvodnju kukuruza znatno više i brže rasle. Regresionom analizom ustanovljeno je da cena kukuruza ima veoma značajan uticaj (p lt 0,01), dok ostvareni prinos kukuruza ima statistički značajan uticaj na bruto maržu (p lt 0,05). Pored toga, regresioni model u celini pokazuje statističku značajnost jer je F-odnos=21,028 ocenjen kao veoma značajan (p lt 0,01).

Impact of clonal selection on Cabernet Franc Grape and wine elemental profiles

AB  - Three Cabernet Franc (CF) clones (Nos. 02,010 and 012; not yet commercial) obtained in the last phase of clonal selection were examined within this study. Indeed, the content of 27 chemical elements in the vineyard soil along with CF grape and wine samples were determined by inductively coupled plasma - optical emission spectroscopy. The relative dependence of the selected elements in all samples were estimated using correlation matrices. While elemental profiles of both CF grape and wine samples were highly variable among the analysed clones, bioaccumulation factors (grape/soil) of Mg, Na and Sr were found to be specific for each single clone. Applying principal component analysis, the grape clones were differentiated among each other according to the content of 10 elements (Al, B, Ca, Cu, Fe, K, Mg, Mn, Na and Sr). Finally, hierarchical cluster analysis of CF grape and wine samples pointed out the similarity of the clones Nos. 010 and 012, since they were grouped within the same subcluster.

Economic efficiency of different crop production models on family farms

AB  - Increasing the production efficiency of family farms is one of the main drivers of economic growth and a prerequisite for their further development. Family farms that use productive resources more efficiently over time are in a position to invest more in the family farm and to grow regardless of their initial size and the challenges they face. Consequently, there is a need to find economically efficient models of crop production on family farms, which was the main goal of this research.  Data collected by detailed surveying of 100 holders of selected family farms were used as the basic source for conducting this research. The collected data refer to the production years of 2011/2012, 2012/2013, 2013/2014, 2014/2015 and 2015/2016.  The choice of methods used in the research was determined by the defined subject of research and set goals, on the one hand, and by the volume and quality of the available data, on the other hand. In this regard, in order to measure the efficiency of crop production on surveyed family farms, in practice, it is often necessary to consider multiple outputs and inputs that are by their nature heterogeneous and expressed in different units of measure. Therefore, it was necessary to define such an efficiency measure that would take into account all the significant results of crop production and all productive resources used for their realisation. This implies an analysis of the efficiency using the method of mathematical programming such as Data Envelopment Analysis (DEA). The obtained solutions have special economic interpretations and based on them the information important for managing the further business of both efficient and inefficient surveyed family farms was obtained.  Finally, a comparative analysis of the economic efficiency of different models of crop production on family farms was carried out, aimed at determining whether there were any statistically significant differences between the average economic efficiencies of different models. AB  - Povećanje efikasnosti proizvodnje porodičnih gazdinstava jedan je od glavnih pokretača ekonomskog rasta i preduslov za njihov dalji razvoj. Porodična gazdinstva koja efikasnije koriste svoje proizvodne resurse tokom vremena su u poziciji da više investiraju u porodično gazdinstvo i da rastu bez obzira na njihovu početnu veličinu i izazove sa kojima se suočavaju. Samim tim javlja se potreba za pronalaženjem ekonomski efikasnih modela ratarske proizvodnje na porodičnim gazdinstvima, što je bio i osnovi cilj ovog istraživanja.  Kao osnovni izvor podataka za potrebe sprovođenja ovog istraživanja korišćeni su podaci prikupljeni detaljnim anketiranjem 100 nosilaca izabranih porodičnih gazdinstava. Prikupljeni podaci odnose se na proizvodnu 2011/2012, 2012/2013, 2013/2014, 2014/2015. i 2015/2016. godinu. The influence of diesel fuel price on economic efficiency of specialized family crop farms

AB  - Bearing in mind the increasing price of diesel fuel, it is necessary to determine its effect on the production of family farms as main factors of agricultural production in Serbia. First of all, it is necessary to pay attention to the farms specializing in crop production because the price of diesel fuel has the biggest influence on economic effects of their production. In order to achieve this goal, the model of a family crop farm was used in this paper. This model was used to determine how the change of diesel fuel market price influences the change of efficiency ratio of the total farm production. Calculations were made for production with subsidies and without them, as well as for two initial presumptions - when the sowing structure of farm was not optimized and when it was. Besides forming models and optimization of production structure, method of sensitive analysis was also used in the paper, starting with a premise that market price of fuel fluctuates in the interval reflecting changes that occur in practice. It was determined by analysis that without optimization of the sowing structure, family farm businesses were economically efficient only with government subsidies. On the other hand, on condition that optimal sowing structure was used, production is economically efficient even without subsidies, except for the case with maximized presupposed fuel price. Ratio of economical efficiency in corn production (as the most important crop in the sowing structure of a family farm) for different yields and corn price with presupposed increase of fuel price was also analyzed in the paper.
AB  - Imajući u vidu trend rasta cena dizel goriva, neophodno je utvrditi na koji način će se to odraziti na poslovanje porodičnih poljoprivrednih gazdinstava, kao nosilaca poljoprivredne proizvodnje u Srbiji. U prvom redu, pažnju je neophodno usmeriti na gazdinstva koja su specijalizovana za ratarsku proizvodnju, pošto je kod njih prisutan najveći uticaj cena dizel goriva na ekonomske efekte poslovanja. Da bi se ovaj cilj ostvario u radu je korišćen model porodičnog gazdinstva ratarskog tipa. Na ovom modelu je utvrđeno kako promena nabavne cene dizel goriva utiče na promenu koeficijenta ekonomičnosti poslovanja čitavog gazdinstva. Proračuni su izvedeni za uslove sa i bez subvencija, kao i za dve polazne pretpostavke - kada struktura setve gazdinstva nije optimalna, kao i kada je urađena optimizacija. U radu je pored formiranja modela i optimizacije proizvodne strukture korišćena i metoda senzitivne analize, pri čemu se pošlo od pretpostavke da nabavna cena pogonskog goriva varira u intervalu koji odražava promene do kojih dolazi u praksi. Analizom je utvrđeno da je u uslovima bez optimizacije strukture setve poslovanje gazdinstva ekonomično samo ako se koriste subvencije. Sa druge strane, ukoliko se primenjuje optimalna setvena struktura poslovanje je ekonomično i bez subvencija, osim u slučaju maksimalno pretpostavljenih cena goriva. U radu je analiziran i koeficijent ekonomičnosti u proizvodnji kukuruza (kao najvažnijeg useva u strukturi setve porodičnog gazdinstva) za različite prinose i cene kukuruza, pri pretpostavljenom rastu cena dizel goriva.

AB  - As for the economic efficiency of crop production on family farms, we started our analysis from the fact that it is related to the control of costs and economies of scale, bearing in mind that both of them are closely connected to the size of a family farm. Taking this into account, the indicators measuring the ratio of costs to revenues of crop production were used to measure the economic efficiency of crop production on surveyed family farms. All indicators were calculated based on the empirical data collected by interviewing 100 selected holders of the family farms belonging to the territory of AP Vojvodina during the five-year production period (2011/2012 - 2015/2016). The results show that the long-term survival of most smaller family farms oriented to crop production without agricultural subsidies may be questioned, particularly if the European Union accession process and increasing competitiveness on the market are taken into account.
AB  - Prilikom analize ekonomske efikasnosti ratarske proizvodnje na porodičnim gazdinstvima pošlo se od toga da je ona povezana sa kontrolom troškova i ekonomijom obima, pri čemu su i kontrola troškova i ekonomija obima usko povezane sa veličinom porodičnog gazdinstva. Imajući to u vidu, za merenje ekonomske efikasnosti ratarske proizvodnje na anketiranim porodičnim gazdinstvima korišćeni su pokazatelji koji mere odnos troškova i prihoda ratarske proizvodnje. Svi pokazatelji računati su na osnovu empirijskih podataka prikupljenih anketiranjem 100 nosilaca izabranih porodičnih gazdinstava sa teritorije AP Vojvodine tokom pet proizvodnih godina (2011/2012 - 2015/2016). Dobijeni rezultati pokazali su da je opstanak većine manjih porodičnih gazdinstava usmerenih na ratarsku proizvodnju bez državnih podsticaja za poljoprivredu u dužem vremenskom periodu doveden u pitanje, naročito ako se ima u vidu proces pridruživanja Evropskoj uniji i sve veća konkurencija na tržištu.

Economic impacts of investments in value-added products

AB  - Stone fruit plantations constitute more than two-thirds of all fruit plantations in Serbia (approximating to 67%), whereas plum plantations account for two-thirds of all stone fruit plantations in the country. Stone fruit production is commonplace in all parts of Serbia. There are large areas of extensive fruit plantations in Western Serbia and Šumadija (Valjevo, Kraljevo, Užice, Bajina Bašta and Kragujevac), whereas the largest fruit plantation areas are in the municipalities of Grocka, Smederevo, Prokuplje, Topola and Valjevo. Plum plantations are estimated to claim the biggest share of extensive fruit plantations in Serbia. A value chain is a powerful tool for increasing the added value of products. It represents a synthesis of activities carried out by a business organization in order to produce, pack, design, market, deliver and support its products. In the production of dried plums with stones, with an average production of 112 kg/day and an average selling price of 350 RSD/kg, the realized profit amounted to 18,237 RSD/day (for 24 hours of drying). With an average drying ratio of 4:1 (100 kg of fresh plums yield 25 kg of dried plums with a moisture content of 26 %), the added value of dried plums is increased approximately 6 times compared to fresh plums. According to the economic indicators calculated in the organic production of plums, a positive financial result (profit) of 3.940 €/ha was achieved. The cost price of plum production was 0.16 €/kg, and the selling price was 0.38€/kg. As the organic production of plums generates profit and the cost price per unit of measure is significantly lower than the purchase price of plums (0.16 €/kg  lt  0.38 €/kg), the organic production of plums is economically justified for the producer.
AB  - Preko dve trećine zasada voća u Srbiji čine koštičave voćne vrste (oko 67%), a u okviru toga, dve trećine otpada na šljivu. Proizvodnja koštičavih voćnih vrsta je zastupljena u svim delovima Srbije. U Zapadnoj Srbiji i Šumadiji se nalaze veće površine ekstenzivnih zasada (Valjevo, Kraljevo, Užice, Bajina Bašta, Kragujevac), a najveće površine pod plantažnim zasadima su u opštinama Grocka, Smederevo, Prokuplje, Topola i Valjevo. Procenjuje se da najveći udeo ekstenzivnih zasada u Srbiji čine zasadi šljive. Lanac vrednosti predstavlja snažan instrument za pronalaženje načina za stvaranje veće 'dodate' vrednosti za proizvode. Organizacija lanca vrednosti čini sintezu aktivnosti koje se obavljaju u cilju proizvodnje, pakovanja, dizajniranja, marketiranja, isporuke i podrške njenim proizvodima. U proizvodnji sušene šljive sa košticom, pri prosečnoj proizvodnji od 112 kg /dan i prosečnoj prodajnoj ceni od 350 din/kg, ostvarena dobit je iznosila 18.237 din/dan (za 24 sata sušenja). Pri prosečnom randmanu 1:4, odnosno ukoliko se od 100 kg sveže šljive može proizvesti 25 kg sušene šljive vlažnosti 26%, onda je dodata vrednost sušene šljive veća za oko 6 puta u odnosu na svežu šljivu. Prema ekonomskim pokazateljima utvrđenim u kalkulacijama u organskoj proizvodnji šljive postiže se pozitivan finansijski rezultat (dobitak) u iznosu od 3.940 €/ha. Cena koštanja šljive je 0,16 €/kg, a prodajna cena 0,38 €/kg. S obzirom da se u organskoj proizvodnji šljive postiže dobit, kao i da je cena koštanja po jedinici mere znatno niža u odnosu na prodajnu (otkupnu) cenu šljive (0,16 €/kg  lt  0,38 €/kg) organska proizvodnja je ekonomski opravdana za proizvođača.

Revitalization of credit cooperatives in Serbia

AB  - Savings and credit cooperatives are one of the earliest type of cooperatives, present since the time of the first organizations of this type in the world. Even today, they are an inevitable segment of the cooperative sector in almost all countries with the developed cooperative movement, except in Serbia. The paper presents the emergence and development of savings and credit cooperatives in Serbia, with a special emphasis on the last two decades and the reasons for the complete elimination of these specific types of non-banking financial organizations. The paper analyzes the problems in the functioning of savings and credit cooperatives and the factors that led to their neglect, exclusion from the cooperative sector and complete disappearance. In this respect, the changes in the legal framework during the transition period have been described in more detail, having resulted in the abolition of all forms of microfinance organizations, including savings and credit departments that operated within other types of cooperatives, and credit cooperatives. Finally, the paper highlights the need for the existence of such organisations, suggesting the models for their re-establishment, identifying the obstacles and proposing the measures on how to overcome them.
AB  - Jedan od pojavnih oblika zadruga, prisutan od vremena nastanka prvih organizacija ovog tipa u svetu, jesu štedno-kreditne zadruge. One i danas čine nezaobilazan segment zadružnog sektora gotovo svih zemalja sa razvijenim zadrugarstvom, osim u Srbiji. U radu je prikazan nastanak i razvoj štedno-kreditnih zadruga u Srbiji, sa posebnim akcentom na poslednje dve decenije i razloge potpunog eliminisanja ovih specifičnih vrsta nebankarskih finansijskih organizacija. Analizirani su problemi u funkcionisanju štedno-kreditnih zadruga, kao i faktori koje su doveli do njihovog zanemarivanja, isključivanja iz zadružnog sektora i potpunog nestanka. U tom smislu, detaljnije su opisane promene u zakonskom okviru tokom tranzicionog perioda, koje su rezultirale ukidanjem svih oblika mikrofinansijskih organizacija, uključujući i štedno-kreditne službe koje su funkcionisale u okviru drugih vrsta zadruga, kao i štedno-kreditnih zadruga. Konačno, istaknuta je potreba postojanja i predloženi modeli za ponovno uspostavljanje ovih organizacija, identifikovane osnovne prepreke i predložene mere za njihovo prevazilaženje.

abstract = "Savings and credit cooperatives are one of the earliest type of cooperatives, present since the time of the first organizations of this type in the world. Even today, they are an inevitable segment of the cooperative sector in almost all countries with the developed cooperative movement, except in Serbia. The paper presents the emergence and development of savings and credit cooperatives in Serbia, with a special emphasis on the last two decades and the reasons for the complete elimination of these specific types of non-banking financial organizations. The paper analyzes the problems in the functioning of savings and credit cooperatives and the factors that led to their neglect, exclusion from the cooperative sector and complete disappearance. In this respect, the changes in the legal framework during the transition period have been described in more detail, having resulted in the abolition of all forms of microfinance organizations, including savings and credit departments that operated within other types of cooperatives, and credit cooperatives. AB  - The census as a way of collecting data is a comprehensive statistical action that requires adequate organization, high material costs and a lot of engaged people. It is mostly conducted for ten years. For this reason, there is no insight into the changes of the observed units between the two censuses, as many countries conduct sample-based surveys. These surveys can be conducted more often because of lower financial expenditures than the census. In the European Union countries, for a period of two or three years, agricultural research based on the sample has been carried out for half a century. This survey is known as the Farm Accountancy Data Network (FADN). The aim of this research paper is to study the FADN methodology and adapt it to our conditions. More precisely, the aim is to propose a method for the implementation of FADN research in Serbia and to create a model by which a representative sample for the research of agricultural holdings will be formed. This survey was conducted on the basis of data on agricultural holdings that were collected by the Agriculture Census in 2012.
AB  - Popis kao način prikupljanja podataka je sveobuhvatna statistička akcija koja iziskuje dobru organizaciju, visoke materijalne troškove i mnogo angažovanog ljudstva i sprovodi se uglavnom na deset godina. Iz tog razloga ne postoji uvid u promene jedinica posmatranja između dva popisa, pa mnoge zemlje sprovode istraživanja na osnovu uzorka. Ova istraživanja se, zbog manjih finansijskih izdataka od popisa, mogu sprovoditi češće. Kada je reč o zemljama Evropske Unije, već pola veka se sprovodi poljoprivredno istraživanje na osnovu uzorka, na svake dve ili tri godine. Ovo istraživanje je poznato pod nazivom mreža knjigovodstvenih podataka na farmama (eng. Farm Accountancy Data Network - FADN). Cilj ovog rada je da se metodologija FADN istraživanja prouči i prilagodi našim uslovima. Tačnije, da se predloži način sprovođenja FADN istraživanja u Srbiji i napravi model pomoću koga će se formirati reprezentativan uzorak za istraživanje poljoprivrednih gazdinstava. AB  - In the paper, the mutuality of the market production of beef, pigmeat, sheep meat and poultry meat and the achieved level of development of agriculture as per Serbia's districts in the period from 2001 to 2016 are analyzed. The ranking of districts in Serbia is done by the I-distance method. Similarities are determined by cluster analysis method, while results are represented by a dendrogram. Belgrade District shows a deficit in the market production of all meats. In the three districts of Vojvodina Region, there is a deficit in sheep meat and in the two districts, there is a deficit in poultry meat. The three districts of Sumadija and Western Serbia Region, there is a deficit in the production of pigmeat and poultry meat. The Region of Southern and Eastern Serbia has a deficit in the production of poultry meat.

Economic effects of irrigation of basic field crops on family farms

AB  - The main objective of the research presented in this paper is to assess the economic impact of the application of irrigation in the production of basic field crops (maize, sunflower, soybean and sugar beet) on family farms operating in the South Banat area. Based on the data collected from the survey conducted on 75 family farms specialized in market oriented production without irrigation, using the method of models, calculation and comparison of the obtained results, an assessment was made of the economic impact of the application of irrigation in the production of basic field crops, as well as the assessment of their business performance. It has been established that the most significant economic impact from the application of irrigation in the production of basic field crops can be achieved on farms with 10-20 ha of arable land. Gross margins per hectare of arable land, depending on the type of soil prevailing in the holding, increased from 87% to 146%, while income per active member of the family farm dealing exclusively with agriculture could double.

AB  - The specificity of the cooperative is reflected in the goals of the business, whereby the primary goal of the cooperative is to satisfy the different needs of members, and not to gain profit. Therefore, the cooperative audit should be aimed at checking whether the general objectives have been achieved, and whether the management decisions are in line with these objectives. In this way, the process of managing a cooperative is also examined to determine whether the social objectives of the members are realized along with the financial or economic objectives. By adopting the new Law on Cooperatives in Serbia at the end of 2015, only frameworks for the establishment of a modern system of cooperative audit are set, which must be supplemented by appropriate changes to the regulations and by adopting a unique methodology for conducting this audit.
AB  - Specifičnost zadruga ogleda se u ciljevima poslovanja, pri čemu je primarni cilj zadruge zadovoljenje različitih potreba članova, a ne sticanje profita. Usled toga i zadružna revizija treba da bude usmerena ka proveri ostvarenja opštih ciljeva poslovanja, kao i da li su odluke menadžmenta u skladu sa ovim ciljevima. Time se ispituje i proces upravljanja zadrugom radi provere da li se uporedo sa finansijskim ili ekonomskim ciljevima ostvaruju i socijalni ciljevi članova. Usvajanjem novog Zakona o zadrugama u Srbiji krajem 2015. godine postavljeni su samo okviri uspostavljanja savremenog sistema zadružne revizije, koji moraju biti dopunjeni odgovarajućim izmenama regulative i prihvatanjem jedinstvene metodologije vršenja ove revizije. .

AB  - Basic characteristics of cooperative audit, its role in preservation of cooperative nature and promotion of cooperatives are analyzed in the paper. The aim of this paper is to propose measures to improve cooperative audit in Serbia based on the review of good practice in European countries. The development stages of cooperative audit, from the creation of first cooperatives in Europe until today, have been examined using the historical method, with particular emphasis on the legislative framework that regulated this field. The comparative method was used to determine the differences between individual solutions, emphasizing their advantages and disadvantages, as well as the potential impact on the development of cooperatives. The research suggests that there are different solutions, from the absence of cooperative audit, to its inclusion in the cooperative life cycle, starting from its establishment. Although legislative framework in Serbia foresee cooperative audit, this process needs to be significantly improved.

Reform of the CAP 2014-2020 and comparison with instruments of agricultural policy in Serbia

AB  - The Republic of Serbia is in the process of joining the EU, which implies harmonization of Serbia's agricultural policy with Common Agricultural Policy (CAP) measures and mechanisms that are constantly in the process of reforming. The aim of the paper is to present the CAP reform solutions for the 2014-2020 programming period, as well as their comparison with the instruments of agricultural policy in Serbia. The analysis is primarily focused on direct payments due to their significance, in the total EU and the CAP budget, and importance in overall agricultural support in Serbia. Comparison of the instruments of CAP with the instruments of agricultural policy of Serbia, within direct payments, indicates significant differences. Namely, agricultural policy of Serbia is characterised by certain forms of direct incentives, which are fully eliminated in the CAP (payments based on output, input subsidies, etc.).
AB  - Republika Srbija se nalazi u procesu pristupanje EU, što, pored ostalog, podrazumeva usklađivanje agrarne politike Srbije s merama i mehanizmima Zajedničke agrarne politike - ZAP (Common Agricultural Policy), koja se neprekidno reformiše. Cilj rada jeste da se prikažu reformska rešenja ZAP za period 2014-2020. godine, kao i komparacija s instrumentima agrarne politike Srbije. Analizom su prvenstveno obuhvaćena direktna plaćanja, s obzirom na njihov značaj u ukupnom budžetu EU i budžetu ZAP, te značaj koji imaju u ukupnoj agrarnoj podršci u Srbiji. Komparacija instrumenta ZAP s postojećima u agrarnoj politici Srbije, u okviru direktnih plaćanja, ukazuje na to da se ona značajno razlikuju. Naime, u agrarnoj politici Srbije evidentno je prisustvo pojedinih oblika direktnih podsticaja koji su u ZAP potpuno eliminisani (proizvodno vezana plaćanja po autputu; regresi za đubrivo i sl.).
