AB  - The subject of this study is the analysis of foreign trade and competitiveness  of  raspberries  from  Serbia  and  selected major producers and exporters (Poland and Ukraine), as well as from neighboring countries where raspberries play an  increasingly  important  role  in  production  and  export (Bosnia and Herzegovina and Bulgaria), in the period 2010-2021. The aim of the paper is to examine the competitive position of raspberries from Serbia and selected countries on global market and to give insight into changes between countries  regarding  competitiveness  of  raspberries.  The results show that Serbia and Poland are leaders in the global market  of  frozen  raspberries.  Frozen  raspberries  from Serbia, Ukraine and Bulgaria are quality competitive, while Polish raspberries are competitive in price. The decrease in competitiveness of the leading countries on global market of  frozen  raspberries  is  noticeable,  while  the  greatest increase in competitiveness was achieved in Ukraine.

AB  - One of the key links in the system of knowledge and information transfer in Serbian agriculture is the extension service, which acts as a mediator between scientific institutions and different user groups. Extension officers prefer to cooperate with already formed user groups, such as agricultural cooperatives, because they unite farmers with similar production and are convenient for group methods of extension work. This paper aims to examine the quality of cooperation between agricultural extension services and agricultural cooperatives in Serbia and to evaluate the views of farmers (cooperative members) on the success of this cooperation. For this research, a survey was conducted with 220 respondents, members of agricultural cooperatives. The analysis showed that over 80% of cooperative members cooperated with extension service, and that they were more satisfied with the quantity of extension services than with the quality. More than half of the respondents believe that extension services need to be adapted to the needs of cooperatives, and that the cooperatives should be given more attention in the media appearances of extension officers. This research provides an important insight into the form and specifics of cooperation between agricultural extension services and agricultural cooperatives, on the basis of which measures for their continuous improvement can be proposed. AB  - Prehrambena industrija predstavlja značajan segment prehrambenog sistema, čija je osnovna uloga da osigura zadovoljavanje prehrambenih potreba stanovništva. Predmet istraživanja u radu je analiza značaja prehrambene industrije u privrednom razvoju Republike Srbije u periodu 2016-2020. godina. Cilj istraživanja je da se na osnovu odabranih indikatora izvrši komparacija doprinosa prehrambene industrije privrednom razvoju u Republici Srbiji i pojedinim evropskim zemljama. Pored opštih naučnih metoda, u radu se primenjuju matematičko-statističke metode za obračun odabranih indikatora i komparativni metod za njihovo poređenje. Prehrambena industrija Republike Srbije učestvuje sa preko 22% u bruto dodatoj vrednosti prerađivačke industrije. Proizvodnjom prehrambenih proizvoda i pića se bavi oko 3.300 preduzeća koja zapošljavaju preko 100 hiljada ljudi, što čini skoro 5% ukupnog broja zaposlenih. Učešće poljoprivredno-prehrambenih proizvoda u spoljno-trgovinskoj razmeni Republike Srbije se kreće oko 20% u izvozu i 8% u uvozu. Komparacijom dobijenih rezultata sa istim indikatorima u odabranim evropskim zemljama utvđeno je da prehrambena industrija u Republici Srbiji ima značajnu ulogu u privrednom razvoju i da je njen doprinos viši u odnosu na doprinos u većini analiziranih zemalja, što je uslovljeno dostignutim stepenom ukupne privredne razvijenosti zemlje, kao i prirodno datom resursnom osnovom.
AB  - The food industry represents an important segment of the food system, whose main role is to ensure that the population's nutritional needs are met. The subject of research in the paper is the analysis of the importance of the food industry in the economic development of the Republic of Serbia in the period 2016-2020. year. The aim of the research is to compare the contribution of the food industry to economic development in the Republic of Serbia and certain European countries based on selected indicators. In addition to general scientific methods, in the paper are applied mathematical and statistical methods for calculating selected indicators and a comparative method for comparing them. The food industry of the Republic of Serbia participates with over 22% in the gross added value of the processing industry. About 3,300 companies that employ over 100,000 people, which makes up almost 5% of the total number of employees, are engaged in the production of food products and beverages. The share of agricultural and food products in the foreign trade of the Republic of Serbia is around 20% in exports and 8% in imports. By comparing the obtained results with the same indicators in selected European countries, it was found that the food industry in the Republic of Serbia plays a significant role in economic development and that its contribution is higher compared to the contribution in most of the analyzed countries, which is conditioned by the level of overall economic development of the country, as and naturally given resource base.

Foreign trade and comparative advantages of agrarian sector of Serbia and neighboring countries

AB  - Foreign trade of commodities of total economy of Serbia and countries in the region is characterized by a huge deficit. Small economies, such as these, are marked with significant trade openness that is result of their high import dependence. Agrarian sector has a high share in foreign trade of Serbia and neighbouring countries. Surplus in foreign trade exists only in Serbian agrarian sector, while the biggest trade deficit is recorded in Bosnia and Herzegovina, and the lowest level of foreign trade coverage (9%) in agrarian sector of Montenegro. Comparative analysis of competitiveness was conducted on the basis of the revealed comparative advantage index. Comparative advantage in the exchange of agro-food products of Serbia with the world is achieved in ten commodity divisions, and the most significant are: cereals; vegetables and fruits; sugar and honey, and in recent years, tobacco and tobacco products. In countries of the region, there is significantly less number of divisions of agro-food products that are competitive on global market.

Economic justification of honey production in Serbia

AB  - Although beekeeping in Serbia has a long tradition, the interest of farmers for this branch of agricultural production depends on the expected economic benefits. Assessing the economic justification of beekeeping is based on the analysis of the revenues from honey production, as the main and often the only beekeeping product, and the expenses generated in production. The aim of the paper is to compare revenues and expenses in the production of honey and to determine the threshold of profitability. The calculation of the revenues and the expenses was made on the basis of data obtained from the survey of beekeepers and from the available secondary sources. The analysis showed that the profitability threshold was achieved with 68 colonies, or with production volume of 1,450 kg of honey. The values of the indicators of economic efficiency, productivity and profitability indicate that beekeeping was economically justified on farms with 100 and 200 colonies.
AB  - Iako pčelarstvo u Srbiji ima dugu tradiciju, zainteresovanost poljoprivrednika za ovu granu poljoprivredne proizvodnje zavisi od ekonomskih koristi koje mogu da očekuju. Sagledavanje prihoda od proizvodnje meda, kao glavnog a često i jedinog proizvoda pčelarstva i troškova koji nastaju u proizvodnji predstavlja osnovu za ocenu ekonomske opravdanosti ove delatnosti. Cilj rada je da se izvrši poređenje prihoda i troškova u proizvodnji meda, kao i da se utvrdi prag rentabilnosti proizvodnje. Kalkulacija prihoda i troškova je sačinjena na osnovu podataka koji su prikupljeni anketiranjem pčelara i iz dostupnih sekundarnih izvora. Sprovedena analiza ukazuje da se prag rentabilnosti ostvaruje sa 68 pčelinjih društava, odnosno pri obimu proizvodnje od 1.450 kg meda. Vrednosti pokazatelja ekonomičnosti, produktivnosti i rentabilnosti ukazuju da je pčelarenje ekonomski opravdano na gazdinstvima sa 100 i 200 pčelinjih društava.

State financial support to cooperatives in Serbia

AB  - Co-operatives in the most developed European countries have a tradition of over 150 years, and among first cooperatives founded in the middle of the 19th century were those on the territory of today's Serbia. Until the beginning of the Second World War, Serbia had a developed and successful cooperative system. In the post-war period, there was a degradation of co-operative system and its departure from the basic cooperative values and principles. The transition period during the 1990s brought new problems through privatization and the creation of unresolved cooperative property. The first visible progress in the development of modern Serbian co-operatives was achieved in 2017 through the introduction of state support to existing and new cooperatives in the amount of 200 million dinars. The initial results indicated that this relatively modest financial state support resulted in establishment of significant number of new cooperatives. Accordingly, more than 800 million dinars were allocated from the budget in 2018 to support the development of co-operatives. Significantly increased state support imposes the issue of budget control and preventing potential misuse, such as the establishment of 'false' co-operatives solely for the purpose of receiving financial support. Possible embezzlement could cause in the future the suspension of state support to cooperatives, which can be prevented primarily through the improvement of the cooperative audit system.
AB  - Zadrugarstvo u danas najrazvijenijim evropskim državama ima tradiciju od preko 150 godina, a među prvim zadrugama koje su osnivane sredinom 19. veka bile su i one na teritoriji današnje Srbije. Do početka Drugog svetskog rata, Srbija je imala razvijen i uspešan zadružni sistem. U periodu nakon rata, došlo je do degradacije zadrugarstva i njegovog udaljavanja od osnovnih zadružnih vrednosti i principa. Period tranzicije tokom 1990-ih doneo je nove probleme kroz privatizaciju i stvaranje nerešenog pitanja zadružne imovine. Prvi vidljiv pomak u razvoju savremenog srpskog zadrugarstva ostvaren je tokom 2017. godine kroz uvođenje državne podrške postojećim i novim zadrugama u iznosu od oko 200 miliona dinara. Početni rezultati ukazuju na to da je ova relativno skromna finansijska pomoć države rezultirala osnivanjem značajnog broja novih zadruga. U skladu sa tim, za podršku razvoja zadrugarstva u 2018. godini iz budžeta je dodeljeno preko 800 miliona dinara. Značajno uvećana državna podrška nameće pitanje kontrole trošenja sredstava i sprečavanja potencijalnih zloupotreba, kao što je osnivanje 'lažnih' zadruga isključivo u cilju dobijanja novčanih sredstava. Eventualne pronevere ili nenamensko trošenje mogli bi u budućnosti uzrokovati obustavljanje državne podrške zadrugarstvu, što se može sprečiti, pre svega, kroz unapređenje sistema zadružne revizije.

Revitalization of credit cooperatives in Serbia

AB  - Savings and credit cooperatives are one of the earliest type of cooperatives, present since the time of the first organizations of this type in the world. Even today, they are an inevitable segment of the cooperative sector in almost all countries with the developed cooperative movement, except in Serbia. The paper presents the emergence and development of savings and credit cooperatives in Serbia, with a special emphasis on the last two decades and the reasons for the complete elimination of these specific types of non-banking financial organizations. The paper analyzes the problems in the functioning of savings and credit cooperatives and the factors that led to their neglect, exclusion from the cooperative sector and complete disappearance. In this respect, the changes in the legal framework during the transition period have been described in more detail, having resulted in the abolition of all forms of microfinance organizations, including savings and credit departments that operated within other types of cooperatives, and credit cooperatives. Finally, the paper highlights the need for the existence of such organisations, suggesting the models for their re-establishment, identifying the obstacles and proposing the measures on how to overcome them.
AB  - Jedan od pojavnih oblika zadruga, prisutan od vremena nastanka prvih organizacija ovog tipa u svetu, jesu štedno-kreditne zadruge. One i danas čine nezaobilazan segment zadružnog sektora gotovo svih zemalja sa razvijenim zadrugarstvom, osim u Srbiji. U radu je prikazan nastanak i razvoj štedno-kreditnih zadruga u Srbiji, sa posebnim akcentom na poslednje dve decenije i razloge potpunog eliminisanja ovih specifičnih vrsta nebankarskih finansijskih organizacija. Analizirani su problemi u funkcionisanju štedno-kreditnih zadruga, kao i faktori koje su doveli do njihovog zanemarivanja, isključivanja iz zadružnog sektora i potpunog nestanka. U tom smislu, detaljnije su opisane promene u zakonskom okviru tokom tranzicionog perioda, koje su rezultirale ukidanjem svih oblika mikrofinansijskih organizacija, uključujući i štedno-kreditne službe koje su funkcionisale u okviru drugih vrsta zadruga, kao i štedno-kreditnih zadruga. Konačno, istaknuta je potreba postojanja i predloženi modeli za ponovno uspostavljanje ovih organizacija, identifikovane osnovne prepreke i predložene mere za njihovo prevazilaženje.

AB  - The specificity of the cooperative is reflected in the goals of the business, whereby the primary goal of the cooperative is to satisfy the different needs of members, and not to gain profit. Therefore, the cooperative audit should be aimed at checking whether the general objectives have been achieved, and whether the management decisions are in line with these objectives. In this way, the process of managing a cooperative is also examined to determine whether the social objectives of the members are realized along with the financial or economic objectives. By adopting the new Law on Cooperatives in Serbia at the end of 2015, only frameworks for the establishment of a modern system of cooperative audit are set, which must be supplemented by appropriate changes to the regulations and by adopting a unique methodology for conducting this audit.
AB  - Specifičnost zadruga ogleda se u ciljevima poslovanja, pri čemu je primarni cilj zadruge zadovoljenje različitih potreba članova, a ne sticanje profita. Usled toga i zadružna revizija treba da bude usmerena ka proveri ostvarenja opštih ciljeva poslovanja, kao i da li su odluke menadžmenta u skladu sa ovim ciljevima. Time se ispituje i proces upravljanja zadrugom radi provere da li se uporedo sa finansijskim ili ekonomskim ciljevima ostvaruju i socijalni ciljevi članova. Usvajanjem novog Zakona o zadrugama u Srbiji krajem 2015. godine postavljeni su samo okviri uspostavljanja savremenog sistema zadružne revizije, koji moraju biti dopunjeni odgovarajućim izmenama regulative i prihvatanjem jedinstvene metodologije vršenja ove revizije. .

The aim of this paper is to propose measures to improve cooperative audit in Serbia based on the review of good practice in European countries. The development stages of cooperative audit, from the creation of first cooperatives in Europe until today, have been examined using the historical method, with particular emphasis on the legislative framework that regulated this field. The comparative method was used to determine the differences between individual solutions, emphasizing their advantages and disadvantages, as well as the potential impact on the development of cooperatives. The research suggests that there are different solutions, from the absence of cooperative audit, to its inclusion in the cooperative life cycle, starting from its establishment. Although legislative framework in Serbia foresee cooperative audit, this process needs to be significantly improved.

One o f the obstacles to a significant contribution to the achievement o f membership goals is the lack o f financial resources. Unlike profit-oriented organizations, co-operatives have an obligation to conduct their activities in accordance with co-operative values and principles, which determines available sources o f capital and models o f raising additional funds. Co-operatives are mostly organizations o f the poorer stratum o f population, which means that their members do not have significant financial resources to invest in a co-operative. In addition, it is more complex to motivate other, external investors, because the interest on assets invested in co-operatives is lower than other investments in the market, and because co-operatives primarily conduct business with their members, and to less extent with other entities. The paper analyses various models o f the raising and increase o f cooperative capital and the consequences o f this process to moving away from co-operative values and principles. It also examines to what extent different form s o f fund raising are available in co-operatives in Serbia. In particular, the paper highlights the position o f traditional agricultural co-operatives, the dominant form o f co-operative organisations in our country, in comparison to other modern forms o f co-operatives in the world, and identifying the problems that may occur in the process o f raising additional capital.
AB  - Zadružne organizacije u Srbiji nalaze se u relativno nepovoljnom položaju I sa ograničenim mogućnostima kreiranja benefita za svoje članove. Jedna od prepreka značajnijem doprinosu zadruga ostvarivanju ciljeva članstva predstavlja nedostatak finansijskih sredstava. Za razliku od profitno orijentisanih organizacija, zadruge imaju obavezu da svoje aktivnosti realizuju u skladu sa zadružnim vrednostima I principima, što određuje I izvore kapitala koji su im dostupni I način na koji se mogu prikupiti dodatna sredstva. Posebno je ukazano na položaj tradicionalnih poljoprivrednih zadruga, dominantnog oblika zadružnih organizacija u našoj zemlji, u odnosu na druge modernije oblike zadruga u svetu, kao I na probleme koji mogu da nastanu prilikom prikupljanja dodatnog kapitala.

AB  - The foreign trade of the Serbian economy is characterized by a large deficit and unfavourable structure. The importance of the agrarian sector in total trade is reflected in the constant positive trade balance and increasing participation, particularly in export. The aim of the paper is to analyze the basic characteristics of foreign trade of Serbia, as well as to point out the importance of the agrarian sector in the period 2005-2014. In the first part of the paper are analyzed trends of export, import, and the level of openness of Serbian economy. In the following part the structure of export and import is discussed, and the concentration index presented, or the Herfindahl-Hirschmann index, as well as the diversification index which indicates the difference between the structure of Serbian export and import and the international average. In addition to these indicators, the revealed comparative advantage index was calculated. The analysis of foreign trade of Serbian overall economy indicates a significant presence of agricultural and food products in its structure, particularly in export, and confirms that the agrarian sector is one of few sectors with a constant surplus. Determined indicators show that the comparative advantage in the overall economy trade of Serbia with the world is achieved in primary products and products of lower processing phase, of which a significant part is from the agrarian sector. Therefore, in the final part of the paper the participation of the agrarian sector in the total foreign trade of Serbia is shown.
AB  - Spoljnotrgovinsku razmenu ukupne ekonomije Srbije karakteriše veliki deficit i nepovoljna struktura. Značaj agrarnog sektora u ukupnoj razmeni ogleda se u neprestanom pozitivnom spoljnotrgovinskom saldu i povećavanju učešća, prvenstveno u izvozu. Cilj rada je analiza osnovnih obeležja spoljnotrgovinske razmene Srbije, kao i ukazivanje na značaj agrarnog sektora u periodu 2005-2014. godine. U prvom delu rada analiziran je trend izvoza, uvoza, kao i stepen otvorenosti srpske ekonomije. U nastavku je razmatrana struktura izvoza i uvoza, obračunati su indeksi koncentracije, odnosno Herfindahl-Hirschmann indeks, kao i indeksi diverzifikacije koji ukazuju na razliku između strukture izvoza i uvoza Srbije i svetskog proseka. Pored ovih pokazatelja, obračunat je i indikator otkrivene komparativne prednosti. Analiza spoljnotrgovinske razmene ukupne ekonomije Srbije ukazuje na značajnu zastupljenost poljoprivredno-prehrambenih proizvoda u njenoj strukturi, posebno izvozu, i potvrđuje da agrarni sektor predstavlja jedan od retkih sektora koji konstantno ostvaruje suficit. Komparativne prednosti u razmeni ukupne ekonomije Srbije sa svetom ostvarene su, prvenstveno, kod primarnih proizvoda i proizvoda niže faze prerade, od kojih je značajan deo iz agrarnog sektora.

The importance of agriculture in employment structure and degree of economic development

AB  - The regularity of reducing the contribution of agriculture to economic development is reflected in its participation in total employment. In the initial stages of economic development, the participation of those who find employment in agriculture is reduced only relatively, and at a higher level of development the reduction is absolute. The paper analyzes the changed role of agriculture in the structure of employment of certain regions, groups and countries of various degrees of economic development in the world, including the Republic of Serbia. The classification of countries according to their level of economic development is based on the methodology of the World Bank. The given regularity was confirmed on the case of data taken from the KILM database of The International Labor Organization for the period 1995-2014. In developed regions, with high income, the share of agriculture in total employment has fallen below 4%; in the most developed countries, it is about 1%, while in the least developed regions it exceeds 68%. Employment in agriculture in Serbia exceeds 20% and is significantly higher than the average for EU member states (about 5%) and most CEFTA countries (except Albania and Moldova).
AB  - Sa privrednim razvojem ispoljava se zakonomernost smanjivanja doprinosa poljoprivrede privrednom razvoju, iskazano njenim udelom u ukupnoj zaposlenosti. Učešće onih koji zaposlenje nalaze u poljoprivredi se, u početnim fazama privrednog razvoja, smanjuje samo relativno, a na višem stepenu razvijenosti i apsolutno. U radu se analizira promenjena uloga poljoprivrede u strukturi zaposlenosti pojedinih regiona, grupacija i zemalja u svetu, različitog stepena privredne razvijenosti, uključujući i Republiku Srbiju. Klasifikacija zemalja prema stepenu privredne razvijenosti je izvedena na osnovu metodologije Svetske banke. Navedena zakonomernost je potvrđena na primeru podataka preuzetih iz KILM baze Međunarodne organizacije rada za period 1995-2014. godina. U razvijenim regionima, sa visokim dohotkom, udeo poljoprivrede u ukupnoj zaposlenosti je opao ispod 4%, u najrazvijenijim zemljama iznosi oko 1%, dok u najmanje razvijenim regionima prelazi 68%. Zaposlenost u poljoprivredi Srbije premašuje 20% i značajno je viša u odnosu na prosek za zemlje članice EU (oko 5%) i većinu zemalja CEFTA (osim Albanije i Moldavije).

Characteristics of Serbian foreign trade of agricultural and food products

AB  - Agricultural and food products are a significant segment of the total foreign trade of Serbia, which is characterized by a relatively high import dependency, modest export and constantly present deficit. In such conditions, agrarian sector serves as a stabilizer, and its importance is reflected in the permanently positive balance, increased participation, particularly in total exports, and balancing the trade balance of the country. The aim of the paper is to analyze the basic characteristics of foreign trade of agricultural and food products of Serbia in the period 2005-2015. The tendencies in export, import, and the level of coverage of import by export of agro-food (or agrarian) products are analysed. The participation of these products in the total foreign trade of Serbia is also considered, followed by the comparison of this indicator with the neighbouring countries. In the next part of the paper, the structure of Serbian export and import of agricultural and food products (by product groups) is analysed. Special attention is given to the territorial orientation of export and import of agrarian products by the most important trade partners. In order to conduct more comprehensive analysis of comparative advantages, or competitiveness of certain groups of agro-food products of Serbia in the exchange with the world, indicator of Revealed Comparative Advantage (RCA) is calculated. The analysis of qualitative competitiveness is derived using the indicator - unit value of export and import. The analysis points to the dynamic growth in the value of Serbian export and import of agro-food products, with the constant surplus of trade balance in the observed period. These products are significantly represented in the structure of the total foreign trade of the country, particularly in export (with about 20%). RCA indicators show that Serbia has a comparative advantage in trade of agro-food products to the world in primary products and products of lower processing phase. The relatively low unit value of Serbian export of agricultural and food products, even lower than the unit value of import confirm the existence of unfavourable export structure with a dominant share of raw materials and products of lower processing phase comparing to import which is more represented by processed products of higher quality.
AB  - Poljoprivredno-prehrambeni proizvodi predstavljaju značajan segment ukupne spoljnotrgovinske razmene Srbije koju karakteriše relativno visoka uvozna zavisnost, skroman izvoz i stalno prisutan deficit. U takvim uslovima, agrarni sektor deluje kao stabilizator, a njegov značaj se ogleda u konstantno pozitivnom saldu, povećavanju udela, posebno u ukupnom izvozu i uravnotežavanju trgovinskog bilansa zemlje. Cilj rada je analiza osnovnih obeležja spoljnotrgovinske razmene poljoprivredno-prehrambenih proizvoda Srbije u periodu 2005-2015. godine. Sagledane su trendencije u izvozu, uvozu, kao i stepen pokrivenosti uvoza izvozom poljoprivredno-prehrambenih (odnosno agrarnih) proizvoda. Potom je razmatrana zastupljenost navedenih proizvoda u ukupnoj spoljnotrgovinskoj razmeni Srbije, a izvršena je i komparacija ovog pokazatelja sa zemljama u okruženju. U nastavku je analizirana struktura srpskog izvoza i uvoza poljoprivredno-prehrambenih proizvoda (prema grupama proizvoda). Posebna pažnja je posvećena teritorijalnoj usmerenosti izvoza i uvoza agrarnih proizvoda po najznačajnijim trgovinskim partnerima. U cilju sveobuhvatnije analize komparativnih prednosti, odnosno konkurentnosti pojedinih grupa poljoprivredno-prehrambenih proizvoda Srbije u razmeni sa svetom, obračunat je indikator otkrivene komparativne prednosti (RCA - Revealed Comparative Advantage). Analiza kvalitativne konkurentnosti izvedena je korišćenjem obračunatog indikatora - jedinična vrednost (Unit Value) izvoza i uvoza. Izvršena analiza ukazuje na dinamičan rast vrednosti srpskog izvoza i uvoza poljoprivredno-prehrambenih proizvoda, pri čemu je u posmatranom periodu konstantno ostvarivan suficit. Ovi proizvodi su značajno zastupljeni u strukturi ukupne spoljnotrgovinske razmene zemlje, posebno izvozu (sa oko 20%). Obračunati indikatori RCA ukazuju da Srbija ima komparativne prednosti u razmeni poljoprivredno-prehrambenih proizvoda sa svetom kod primarnih proizvoda i proizvoda niže faze prerade. Relativno niske jedinične vrednosti srpskog izvoza poljoprivredno-prehrambenih proizvoda i niže od jediničnih vrednosti uvoza potvrđuju postojanje nepovoljne strukture izvoza sa dominantnim udelom sirovina i proizvoda nižeg stepena prerade u odnosu na uvoz u kome su više zastupljeni kvalitetniji, prerađeni proizvodi.

abstract = "Agricultural and food products are a significant segment of the total foreign trade of Serbia, which is characterized by a relatively high import dependency, modest export and constantly present deficit. In such conditions, agrarian sector serves as a stabilizer, and its importance is reflected in the permanently positive balance, increased participation, particularly in total exports, and balancing the trade balance of the country. The aim of the paper is to analyze the basic characteristics of foreign trade of agricultural and food products of Serbia in the period 2005-2015. The tendencies in export, import, and the level of coverage of import by export of agro-food (or agrarian) products are analysed. The participation of these products in the total foreign trade of Serbia is also considered, followed by the comparison of this indicator with the neighbouring countries. In the next part of the paper, the structure of Serbian export and import of agricultural and food products (by product groups) is analysed. Special attention is given to the territorial orientation of export and import of agrarian products by the most important trade partners. In order to conduct more comprehensive analysis of comparative advantages, or competitiveness of certain groups of agro-food products of Serbia in the exchange with the world, indicator of Revealed Comparative Advantage (RCA) is calculated. The analysis of qualitative competitiveness is derived using the indicator - unit value of export and import. The analysis points to the dynamic growth in the value of Serbian export and import of agro-food products, with the constant surplus of trade balance in the observed period. These products are significantly represented in the structure of the total foreign trade of the country, particularly in export (with about 20%). RCA indicators show that Serbia has a comparative advantage in trade of agro-food products to the world in primary products and products of lower processing phase. The relatively low unit value of Serbian export of agricultural and food products, even lower than the unit value of import confirm the existence of unfavourable export structure with a dominant share of raw materials and products of lower processing phase comparing to import which is more represented by processed products of higher quality., Poljoprivredno-prehrambeni proizvodi predstavljaju značajan segment ukupne spoljnotrgovinske razmene Srbije koju karakteriše relativno visoka uvozna zavisnost, skroman izvoz i stalno prisutan deficit. U takvim uslovima, agrarni sektor deluje kao stabilizator, a njegov značaj se ogleda u konstantno pozitivnom saldu, povećavanju udela, posebno u ukupnom izvozu i uravnotežavanju trgovinskog bilansa zemlje. Cilj rada je analiza osnovnih obeležja spoljnotrgovinske razmene poljoprivredno-prehrambenih proizvoda Srbije u periodu 2005-2015. godine. Sagledane su trendencije u izvozu, uvozu, kao i stepen pokrivenosti uvoza izvozom poljoprivredno-prehrambenih (odnosno agrarnih) proizvoda. Potom je razmatrana zastupljenost navedenih proizvoda u ukupnoj spoljnotrgovinskoj razmeni Srbije, a izvršena je i komparacija ovog pokazatelja sa zemljama u okruženju. U nastavku je analizirana struktura srpskog izvoza i uvoza poljoprivredno-prehrambenih proizvoda (prema grupama proizvoda). Posebna pažnja je posvećena teritorijalnoj usmerenosti izvoza i uvoza agrarnih proizvoda po najznačajnijim trgovinskim partnerima. U cilju sveobuhvatnije analize komparativnih prednosti, odnosno konkurentnosti pojedinih grupa poljoprivredno-prehrambenih proizvoda Srbije u razmeni sa svetom, obračunat je indikator otkrivene komparativne prednosti (RCA - Revealed Comparative Advantage). Analiza kvalitativne konkurentnosti izvedena je korišćenjem obračunatog indikatora - jedinična vrednost (Unit Value) izvoza i uvoza. Izvršena analiza ukazuje na dinamičan rast vrednosti srpskog izvoza i uvoza poljoprivredno-prehrambenih proizvoda, pri čemu je u posmatranom periodu konstantno ostvarivan suficit. Ovi proizvodi su značajno zastupljeni u strukturi ukupne spoljnotrgovinske razmene zemlje, posebno izvozu (sa oko 20%). Obračunati indikatori RCA ukazuju da Srbija ima komparativne prednosti u razmeni poljoprivredno-prehrambenih proizvoda sa svetom kod primarnih proizvoda i proizvoda niže faze prerade. Relativno niske jedinične vrednosti srpskog izvoza poljoprivredno-prehrambenih proizvoda i niže od jediničnih vrednosti uvoza potvrđuju postojanje nepovoljne strukture izvoza sa dominantnim udelom sirovina i proizvoda nižeg stepena prerade u odnosu na uvoz u kome su više zastupljeni kvalitetniji, prerađeni proizvodi.",

AB  - In this paper, authors examine the role of marketing in overcoming the discrepancies between supply and demand, with a special emphasis on agricultural markets. Discrepancies arise as a result of specialization in production and mass production, whereby individual companies tend to make the best use of existing resources and produce large amounts of a narrow assortment, because in this way they achieve the best business results using economy of scale. Consumers, on the other hand, have diverse needs, preferences and aspirations and often demand non-standardized, customized and specific products. The result is a conflict of relatively narrow supply of individual companies and the diverse needs for products and services manifested by consumers. One of the fundamental roles of marketing is to efficiently connect supply and demand and eliminate the existing discrepancies, which is achieved by use of effective marketing channels. Specifics of agricultural products to a certain extent make harmonization of supply and demand even more difficult, taking into account the existence of a large number of small producers on the supply side, the limited seasonality of agricultural products, specific requirements related to storage, and dispersion of demand, which hinders the realization of all marketing activities in overcoming discrepancies. Taking into account previous specifics, there is a need of specialization of intermediaries who act in marketing channels, in order to efficiently eliminate discrepancies between supply and demand in the market of agricultural products.
AB  - U ovom radu autori ispituju ulogu marketinga u prevazilaženju nesklada između ponude i tražnje, sa posebnim akcentom na tržišta poljoprivrednih proizvoda. Neskladi nastaju kao posledica različite ciljne usmerenosti proizvođača i potrošača. Nosioci ponude teže da na najbolji način angažuju postojeće resurse i proizvedu što veće količine proizvoda uskog asortimana, kroz specijalizaciju i masovnu proizvodnju, jer tako ostvaruju najbolje poslovne efekte koji proističu iz pristupa koji podrazumeva ekonomiju obima. Potrošači, sa druge strane, imaju raznolike potrebe, preferencije i težnje i često zahtevaju nestandardizovane, prilagođene, specifične proizvode. Tako dolazi do sukoba relativno limitirane ponude pojedinačnih kompanija i raznovrsnih potreba za proizvodima i uslugama koje ispoljavaju potrošači. Jedna od osnovnih uloga marketinga u ovom smislu je da efikasno spoji ponudu i tražnju i otkloni postojeće nesklade, što se prvenstveno realizuje korišćenjem efikasnih kanala marketinga. Specifičnosti tržišta poljoprivrednih proizvoda u određenoj meri dodatno otežavaju sprovođenje marketing aktivnosti usmerenih na usaglašavanje ponude i tražnje, imajući u vidu postojanje velikog broja sitnih proizvođača na strani ponude, sezonalnost dospevanja poljoprivrednih proizvoda, posebne zahteve u skladištenju, ali i razuđenost tražnje. Uz uvažavanje navedenih specifičnosti, nameće se potreba specijalizacije učesnika koji deluju u kanalima marketinga, kako bi se efikasno eliminisali neskladi između ponude i tražnje na tržištu poljoprivrednih proizvoda.

Attitudes of students of Agricultural economics: Where after graduation?

AB  - The research presented in this paper deals with socio-demographic characteristics of students of Agricultural Economics from the Faculty of Agriculture in Belgrade, their previous education, expectations about employment opportunities and preferences concerning village-city migrations. The paper consists of two parts. The first part shows the structure of the students enrolled in the Department of Agricultural Economics based on the regional aspect, the success and profiles of their prior education, as well as on the success achieved when enrolling the faculty. The second part analyzes the results of empirical research that included 356 students of the Department of Agricultural Economics at the Faculty of Agriculture in Belgrade. The results showed that students are equally from the city and other areas, although the majority (69.4%) comes from families that are not involved in agriculture. More than half of the surveyed students want to be employed after graduating, mostly as agroeconomists, but 80.9% of them are not ready to decide to live in the village.
AB  - Predmet istraživanja u ovom radu su socio-demografske karakteristike studenata Agroekonomskog odseka Poljoprivrednog fakulteta u Beogradu, njihovo prethodno obrazovanje, očekivanja u pogledu zapošljavanja i preferencije u pogledu migracija na relaciji selo-grad. Rad se sastoji iz dva dela. U prvom delu je prikazana struktura studenata koji upisuju Odsek za agroekonomiju sa regionalnog aspekta, na osnovu uspeha i profila prethodnog obrazovanja, kao i na osnovu uspeha postignutom prilikom upisa na fakultet. U drugom delu rada su analizirani rezultati empirijskog istraživanja koje je obuhvatilo 356 studenata Agroekonomskog odseka Poljoprivrednog fakulteta u Beogradu. Rezultati su pokazali da su studenti podjednako iz gradskih i ostalih sredina, mada većina (69,4%) potiče iz porodica koje se ne bave poljoprivredom. Više od polovine anketiranih studenata želi da se zaposli nakon sticanja diplome, i to najčešće kao agroekonomisti, ali ipak 80,9% njih nije spremno da se odluči za život na selu.

Implementation of cooperative values and principles and their influence on business of agricultural cooperatives in Serbia

AB  - In modern economy, cooperative sector encompasses a wide range of organizations – from small agricultural cooperatives that operate within the local community, to cooperative companies that have millions of members. The elements of cooperative identity adopted by the International Cooperative Alliance in 1995 aimed to consolidate the characteristics of these diverse forms of organization called cooperatives, and to identify the basis for their separation from non-cooperative forms. These elements, in addition to the definition of cooperatives, include cooperative values and principles. In the dissertation is analyzed whether cooperative values and principles affect the business of agricultural cooperatives in Serbia. The dissertation consists of two parts. In first, theoretical part, method of content analyses was used in order to reveal the standpoints of domestic and foreign authors regarding the variability of cooperative values and principles and their connections to the business success of cooperatives. In addition, based on the available archival materials, was explored on which cooperative values and principles were built upon the first cooperatives in Serbia. Using comparative and historical method was established that cooperative values and principles in our cooperatives did not differ to a significant extent from those applied in cooperatives, especially agricultural, in other countries. In the second part of the dissertation are analyzed and discussed results of a survey of 108 agricultural cooperatives in Republic of Serbia. Despite the renewed interest in the cooperative sector in our country in recent years, the versatile analysis of specific issues on agricultural cooperatives was lacking. The special contribution of this dissertation consists in providing detailed insight into the structure, territorial distribution and business performance of agricultural cooperatives in Serbia. Based on that, using multistage stratified sample, were selected cooperatives in which independently of one another, were conducted two interviews – with the director and one cooperative member based on pre-prepared questionnaires.
AB  - U savremenim uslovima privređivanja zadružni sektor obuhvata širok spektar različitih organizacija – od malih proizvođačkih poljoprivrednih zadruga koje deluju u okviru lokalnih zajednica, do zadružnih kompanija koje broje na milione članova. Elementi identiteta zadruge koje je Međunarodni zadružni savez ysvojio 1995. godine imaju za cilj da objedine karakteristike ovako raznorodnih oblika organizovanja koje se nazivaju zadrugama, odnosno da identifikuju osnove za njihovo razdvajanje od nezadružnih oblika. U ove elemente, pored definicije zadruge, se ubrajaju zadružne vrednosti i principi. U disertaciji je analizirano da li zadružne vrednosti i principi utiču na poslovanje poljoprivrednih zadruga u Srbiji. Rad se sastoji iz dve celine. U prvom, teorijskom delu su, primenom analize sadržaja, prikazani stavovi domaćih i stranih autora o promenljivosti zadružnih vrednosti i principa i njihove povezanosti sa poslovnim uspehom zadruga. Pored toga, na osnovu dostupne arhivske građe istraženo je na kojim zadružnim vrednostima i principima su počivale prve zadruge u Srbiji. Primenom komparativnog i istorijskog metoda utvrđeno je da se zadružne vrednosti i principi u našim zadrugama nisu razlikovali u značajnijoj meri od onih koji su se primenjivali u zadrugama, posebno poljoprivrednim, u drugim zemljama. U drugom delu disertacije analizirani su i diskutovani rezultati istraživanja koje je obuhvatilo 108 poljoprivrednih zadruga u Republici Srbiji. Uprkos obnovljenom interesovanju za zadružni sektor kod nas u poslednjih nekoliko godina, nedostajala je svestranija analiza pojedinih specifičnih pitanja o poljoprivrednom zadrugarstvu. Poseban doprinos ove disertacije ogleda se i u pružanju detaljnijeg uvida u strukturu, teritorijalnu distribuciju i poslovne performanse poljoprivrednih zadruga u Srbiji. Na osnovu toga, primenom višeetapnog stratifikovanog uzorka, odabrane su zadruge u kojima su nezavisno IV jedan od drugog, obavljena dva intervjua – sa direktorom i jednim zadrugarom na osnovu unapred pripremljenih upitnika.

The special contribution of this dissertation consists in providing detailed insight into the structure, territorial distribution and business performance of agricultural cooperatives in Serbia. Based on that, using multistage stratified sample, were selected cooperatives in which independently of one another, were conducted two interviews – with the director and one cooperative member based on pre-prepared questionnaires., U savremenim uslovima privređivanja zadružni sektor obuhvata širok spektar različitih organizacija – od malih proizvođačkih poljoprivrednih zadruga koje deluju u okviru lokalnih zajednica, do zadružnih kompanija koje broje na milione članova. Elementi identiteta zadruge koje je Međunarodni zadružni savez ysvojio 1995. godine imaju za cilj da objedine karakteristike ovako raznorodnih oblika organizovanja koje se nazivaju zadrugama, odnosno da identifikuju osnove za njihovo razdvajanje od nezadružnih oblika. U ove elemente, pored definicije zadruge, se ubrajaju zadružne vrednosti i principi. U disertaciji je analizirano da li zadružne vrednosti i principi utiču na poslovanje poljoprivrednih zadruga u Srbiji. Rad se sastoji iz dve celine. U prvom, teorijskom delu su, primenom analize sadržaja, prikazani stavovi domaćih i stranih autora o promenljivosti zadružnih vrednosti i principa i njihove povezanosti sa poslovnim uspehom zadruga. Pored toga, na osnovu dostupne arhivske građe istraženo je na kojim zadružnim vrednostima i principima su počivale prve zadruge u Srbiji. Primenom komparativnog i istorijskog metoda utvrđeno je da se zadružne vrednosti i principi u našim zadrugama nisu razlikovali u značajnijoj meri od onih koji su se primenjivali u zadrugama, posebno poljoprivrednim, u drugim zemljama. U drugom delu disertacije analizirani su i diskutovani rezultati istraživanja koje je obuhvatilo 108 poljoprivrednih zadruga u Republici Srbiji. Uprkos obnovljenom interesovanju za zadružni sektor kod nas u poslednjih nekoliko godina, nedostajala je svestranija analiza pojedinih specifičnih pitanja o poljoprivrednom zadrugarstvu. Poseban doprinos ove disertacije ogleda se i u pružanju detaljnijeg uvida u strukturu, teritorijalnu distribuciju i poslovne performanse poljoprivrednih zadruga u Srbiji. Na osnovu toga, primenom višeetapnog stratifikovanog uzorka, odabrane su zadruge u kojima su nezavisno IV jedan od drugog, obavljena dva intervjua – sa direktorom i jednim zadrugarom na osnovu unapred pripremljenih upitnika.",

AB  - This paper presents the analysis of consumers' standpoints regarding the importance of fruit consumption in Serbia, based on a study conducted on a sample of 272 respondents. Special attention is given to identifying the factors that affect the decision to buy fruit, as well as the attitudes of the respondents regarding the market supply and the influence of fruit consumption on health. Fruit quality is a critical factor affecting the decision to purchase fruit, and there is no statistically significant relationship between socio-demographic characteristics of the respondents and this factor. Most of the respondents (89.4%) claim that fruit has a positive effect on health, while significantly fewer respondents (48.9%) believe that they could buy more fruit with their current incomes, which implies that one of the factors limiting the consumption of fruit is the level of income. However, the results of the analysis indicate that, in addition to the financial elements, respondents' attitudes about the quality of their diet are also a limiting factor for increased consumption of fruit.
AB  - U radu su analizirani stavovi potrošača o značaju potrošnje voća u Srbiji, na osnovu istraživanja koje je sprovedeno na uzorku od 272 ispitanika. Posebna pažnja usmerena je ka određivanju faktora koji determinišu odluku o kupovini voća, kao i na stavove ispitanika o snabdevenosti tržišta i uticaju potrošnje voća na zdravlje. Kvalitet voća presudan je činilac koji utiče na odluku o kupovini voća, pri čemu ne postoji statistički značajna veza između socio-demografskih karakteristika ispitanika i ovog faktora. Najveći broj ispitanika (89,4%) smatra da voće pozitivno utiče na zdravlje, dok značajno manji broj (48,9%) misli da može da kupuje više voća pri trenutnim primanjima, što implicira da je jedan od ograničavajućih faktora potrošnje voća visina dohotka. Significance of food industry in the world

AB  - The food industry has a significant place in the structure of the total industry. Depending on the level of overall economic and agrarian development, and the production of raw materials, about 60-80 percent of the primary agricultural production is processed and prepared for final use in the food industry. Thus, food industry con-tributes to solving the problem of hunger and meeting the nutritional needs of a growing world population. The paper analyzes the place of the food industry in the economic development and economic structure in the world and selected regions. Regional comparison of importance of food industry points to the regularities concerning the connection between the overall level of economic development of an area and the development of the food industry. The industry of food, beverages and tobacco accounts for about 10 percent in the structure of manufacturing industry in the world and represents one of the most important areas of the sector, whose significance can be equalized with the total mining or the overall production of electricity, gas and water. In terms of employment, the industry of food, beverage and tobacco employ typically about 10 percent of the total labor force in the developed countries and 20-30 percent in the developing countries, confirming its dominant position in the manufacturing and the overall industry. Positioning of the food industry in the world economy, as well as consideration of regional differences, point to the ability of particular regions to reach the level of self-sufficiency in food production, as well as the future development of the food industry.
AB  - Prehrambena industrija ima značajno mesto u strukturi ukupne industrije. U zavisnosti od nivoa ekonomske i agrarne razvijenosti, kao i sirovinske osnove, oko 60-80% primarne poljoprivredne proizvodnje se preradi, obradi i pripremi za finalnu potrošnju u prehrambenoj industriji. Na taj način prehrambena industrija doprinosi rešavanju problema gladi i zadovoljavanju prehrambenih potreba rastuće svetske populacije. U radu se analizira mesto prehrambene industrije u privrednom razvoju i privrednoj strukturi u svetu i po odabranim regionima. Izvršena je i komparacija pokazatelja doprinosa prehrambene industrije privrednom razvoju po grupama zemalja na različitom nivou ekonomskog razvoja. Na osnovu toga moguće je definisati zakonomernosti u pogledu povezanosti ukupnog nivoa ekonomske razvijenosti određenog područja i razvoja prehrambene industrije. Proizvodnja hrane, pića i duvana učestvuje sa oko 10% u strukturi prerađivačke industrije u svetu i predstavlja jednu od najznačajnijih grana ovog sektora, koja se po značaju može izjednačiti sa ekstraktivnom industrijom ili sa celokupnom proizvodnjom električne energije, gasa i vode. U pogledu zaposlenosti, industrija proizvodnje hrane, pića i duvana angažuje oko 10% radne snage u razvijenim i 20-30% u zemljama u razvoju, potvrđujući svoj dominantan položaj u prerađivačkoj i celokupnoj industriji. Pozicioniranje prehrambene industrije u svetskoj ekonomiji, kao i sagledavanje regionalnih razlika, ukazuje na mogućnosti pojedinih regiona da dostignu nivo samodovoljnosti u proizvodnji hrane, kao i na perspektive razvoja prehrambene industrije.

The gap between science, education and economy of Serbia and developed countries

AB  - This study examines problems of national development in Serbia from the perspective of science, higher education, and economy. Indentifying these problems is based on presentation and analysis of indicative examples and data, and previously defined factors of national development related to knowledge, finally pointing out to the evident gap between Serbia and the most competitive countries. The study is based on perception of strategy of scientific and technological development of Serbia (2010 to 2015), national strategy of economic development (2006 to 2012) and lack of strategy of higher education, and revolves perspective of science, technology and higher education in Serbia. It was shown that in Serbia, there is no compliance between higher education, science and economy. Small percentage of highly educated population (6.5%) and brain drain contribute to problem deepening. This paper suggests that there is no systemic and strategic planning of these decisive factors of development. The existing strategies are not complied or sufficiently precise in essential issues, such as priority fields of economic development, harmonization of higher education (budget quotas) with the needs of economy and scientific and technological development, measures of brain drain prevention and encouragement of scientific cooperation with foreign countries.

Agricultural cooperatives and their membership in cooperative unions in Serbia

Analysis is based on the hypothesis that reform processes present in the Serbian economy, and completely absent from cooperative sector, have weaken the work of cooperative unions and undermined regular relations between cooperatives and their associations. Paper also analyse premises of directors of agricultural cooperatives on relevant questions on membership and work of 12 regional, provincial and Cooperative union of Serbia, based on result of survey conducted in 148 or 7.2% of 2.055 agricultural cooperatives in Serbia. For cooperatives that are not members of any union, paper gives systematization of reasons why cooperative is not member and motives that could inspire cooperative to become a member. For cooperatives that are members of some union, we give analyses of answers if cooperative is satisfied with work and activities of union conducted for cooperative welfare; and suggestions for activities that cooperative unions should practice in the interests and needs of their members.

Standards can be often used as screen for imposing no tariff barriers with the purpose to preserve economic interest of companies from developed countries. In this process export from undeveloped countries usually is seriously damaged. Relevant economic literature is discussing role of World trade organization with special emphasis on negotiations on international level, partly neglecting role of other forms of provisions that can also have strong influence on quality and structure of foreign trade of agricultural and food products. This paper provides an overview of raise and development of private food safety and quality standards and analysis their increasing role on international trade of agricultural and food products. Most countries, especially those on low level of development, evaluate process of outspreading and richness of standards as an obstacle for export increase. Paper therefore explains positive effects that standards can have on international trade of agricultural and food products.
AB  - Trgovina poljoprivrednim i prehrambenim proizvodima na svetskom tržištu podvrgnuta je strogim standardima u cilju zaštite zdravlja potrošača, životinja i biljaka, u skladu sa brojnim međunarodnim sporazumima. Standardi su, međutim, često korišćeni kao paravani za nametanje necarinskih barijera čija je svrha očuvanje ekonomskih interesa kompanija razvijenih zemalja, najčešće na štetu izvoza iz nerazvijenih i zemalja u razvoju. Relevantna ekonomska literatura je dominantno posvećena ulozi Svetske trgovinske organizacije odnosno rundama pregovora na međunarodnom nivou, zanemarujući pri tome ulogu drugih formi regulativa koje mogu imati jak uticaj na obim i strukturu spoljnotrgovinske razmene poljoprivrednih i prehrambenih proizvoda. U radu je prikazan nastanak i razvoj korporacijskih (privatnih) standarda u oblasti bezbednosti i kvaliteta hrane i analiziran njihov uticaj na međunarodnu trgovinu poljoprivrednim i prehrambenim proizvodima. Većina zemalja, posebno onih na nižem stepenu razvoja, ocenjuje širenje i jačanje standarda kao prepreku povećanju izvoza, te se u radu posebno objašnjava kako korporacijski standardi mogu imati pozitivan uticaj na promet poljoprivrednih i prehrambenih proizvoda.
