Evaluation of Sustainable Development Management in EU Countries

AB  - The term sustainable development is used in many areas and spheres of life and is becoming a modern phenomenon determining the direction of progress of every society. Sustainable development implies continuous economic development with respect to environmental principles and focuses on overcoming conflicts between economy and ecology. The aim of this paper is to evaluate sustainable development management in EU countries through selected indicators characterizing sustainable development and its core dimensions. We present the results of an evaluation of the sustainable development of EU countries using cluster analysis. Countries that are similar in terms of sustainability are identified by cluster analysis. Four clusters were separated, the affiliation of each country to a particular cluster was determined, and the characteristics of each cluster were defined. The goal of sustainability management is to create an adequate approach to development of the economic and environmental performance, and therefore achieve sustainability. The achievements of most developed countries should be an incentive for those that are at a lower level of development. In addition, this research provides insight into some specific goals of sustainable development where some countries are lagging behind. This could be the basis for directing efforts in specific areas of sustainable development to improve their own position in such an important global issue.

Forecasting maize yield in the Republic of Serbia by using Box-Jenkins methodology

AB  - As food supply is one of the most important issues for national security, forecasting agricultural production represents a necessity for every country. Forecasting yields and production volume is a very complex task that requires both application of formal statistical methods and assessment of experts. Considering not only the significant role of maize in the immediate diet and processing industry in the Republic of Serbia, but also its absolute dominance in the structure of sown areas, the analysis of the time series and projections of future maize yield were carried out. Maize yield projections obtained through Box-Jenkins methodology, for 2017 and 2018, are 4.97 t/ha and 7.01 t/ha. Comparing the projected with realized yield in 2017 (for which there is available data), it was noticed that the model's forecast indicated a smaller reduction than actually realized. According to the results of the conducted study, it is clear that although the time series model cannot anticipate precise yield quantities, it can certainly be useful in terms of predicting future tendencies in maize yield oscillations.

The effectiveness factors of maize and sunflower production on family farms

AB  - Success of family farms engaged exclusively in crop production is conditioned by numerous factors, which can be classified into two groups: external and internal. Family farms have no influence over external factors, such as prices of inputs and outputs or climate conditions. On the other hand, farms can significantly influence internal factors, including production structure, agrotechnology and production technology, in order to increase their business performance. The analysis of the effectiveness of maize and sunflower production was based on ten-year surveys conducted between 2009 and 2018 on family farms in Vojvodina with 10-20 ha of arable land used exclusively for crop production, organized in a three-field crop rotation. It was established that sunflower, due to its biological characteristics, has better resistance to unfavorable climatic conditions than maize, so it provides better economics results of production, contributing thus to the increase in the effectiveness of crop production on family farms.
AB  - Uspešnost poslovanja porodičnih gazdinstava usmerenih isključivo na ratarsku proizvodnju uslovljena je brojnim faktorima, koji se mogu svrstati u dve grupe: eksterne i interne. Na eksterne faktore, kao što su cene inputa i outputa i klimatski uslovi porodična gazdinstva nemaju gotovo nikakvog uticaja. Sa druge strane, na interne faktore (struktura proizvodnje, agrotehnika, tehnologija proizvodnje...) ova gazdinstva mogu značajnije uticati u cilju povećanja uspešnosti poslovanja. Na bazi rezultata desetogodišnjih anketa sprovedenih na porodičnim gazdinstvima Vojvodine, u periodu 2009-2018. veličine oraničnog zemljišta 10-20 ha, specijalizovanih isključivo za ratarsku proizvodnju, organizovanu u tropoljnom plodoredu izvršeno je ispitivanje efektivnosti proizvodnje kukuruza i suncokreta. Ustanovljeno je da suncokret, zahvaljujući svojim biološkim karakteristikama, bolje podnosi nepovoljne klimatske uslove od kukuruza, obezbeđuje povoljnije rezultate, pa samim tim doprinosi povećanju efektivnosti ratarske proizvodnje na porodičnim gazdinstvima.

Production of table eggs in Serbia: Present situation, current problems and capacity for improvment

AB  - In the development of the production of table eggs, from the middle of the XX century up until today, very different and contrasting trends can be observed. Firstly, these trends were directed towards achieving the maximum production intensity, which was followed by the introduction and rapid expansion of the use of the conventional cages as a housing system for layers. In just a few decades, the focus has been moved on the welfare of animals, which gave priority to less intensive housing systems. Additionaly, changes in population dietary habits had an effect on the egg production and consumption fluctuations. The changes that took place in the previous period, had reflected on the present state of the production of table eggs, as on the appearence of barriers in the way of its future development. In order to overcome the problems that accompany ban of the conventional battery system for layers and stimulate the production and consumption of eggs, it is necessary to create appropriate economic, infrastructural and other conditions and implement a range of measures which include assistance of government, as well as scientific and professional institutions.
AB  - U razvoju proizvodnje konzumnih jaja, od polovine XX veka do danas, mogu se uočiii veoma različita i suprotstavljena kretanja. Najpre su ova kretanja bila usmerena ka postizanju maksimalne intenzivnosti proizvodnje, što je bilo praćeno uvođenjem i brzim ši renjem upotrebe konvencionalnog kaveznog sistema držanja nosilja. Kroz samo nekoiko decenija, fokus je pomeren ka dobrobiti životinja što je prednost dalo manje intenzivnim sistemima držanja. Pored toga, na oscilacije u obimu proizvodnje i potrošnje uticaj su imale ipromene navika u ishrani stanovništva. Promene koje su se dešavale u prethodnom periodu odrazile su se na sadašnje stanje proizvodnje konzumnih jaja, kao i na pojavu barijera na putu njenog budućeg razvoja. U cilju prevaziiaženja problema koj i prate proces napuštanja konvencionalnog baterjskog sistema držanja nosilja i stimulisanja proizvodnje i potrošnje jaja, neophodno je stvoriti odgovarajuće ekonomske, infrastrukturne i druge uslove i sprovesti niz mera koje uključuju rad državnih institucija, kao i naučnih i stručnih ustanova.

The degree of separation between clusters of Vojvodina municipalities based on selected business indicators of SMEs in agribusiness

AB  - The work represents a continuation of previous research, where development level of small and medium entrepreneurship in agribusiness in Serbia was determined. The initial results show that the AP Vojvodina is the most developed part of Serbia when it comes to small and medium entrepreneurship in agribusiness. Previous research was carried out in order to determine intraregional development of this sector in AP Vojvodina, and then, using cluster analysis, grouping municipalities of AP Vojvodina according to development level SMEs in agribusiness was performed. Based on applied cluster analysis, Vojvodina municipalities are classified in five clusters (groups), and two other municipalities are left outside the cluster. The aim of this study is to determine to what extent each of the observed performance indicators, as well as all together, contribute to the separation of the observed groups of Vojvodina municipalities in separate clusters, based on the coefficient of separation power (separability coefficient). The determined values of separability coefficients indicate a very good separation of clusters in AP Vojvodina, which is the result of both an adequate choice of business indicators, as well as adequate separation of Vojvodina municipalities into clusters.
AB  - Rad predstavlja nastavak istraživanja koje smo ranije sproveli i utvrdili nivo razvijenosti malog i srednjeg preduzetništva u oblasti agrobiznisa u Republici Srbiji. Prvobitni rezultati pokazuju da je AP Vojvodina deo Srbije s najrazvijenijim malim i srednjim preduzetništvom u oblasti agrobiznisa. Prethodna istraživanja su nastavljena kako bi se utvrdilo kakva je unutarregionalna razvijenost ovog sektora u AP Vojvodini, te je klaster analizom izvršeno grupisanje opština AP Vojvodine prema nivou razvijenosti MSP u agrobiznisu. Primenom klaster analize, opštine u Vojvodini svrstane su u pet klastera (grupa), a dve opštine su ostale van klastera. Cilj ovog rada jeste da se na osnovu koeficijenta moći razdvajanja (koeficijenta separabilnosti) utvrdi u kojoj meri svaki od posmatranih pokazatelja poslovanja, a i svi zajedno, doprinose razdvajanju posmatranih grupa opština Vojvodine u izdvojene klastere. Utvrđene vrednosti koeficijenata separabilnosti ukazuju na veoma dobru razdvojenost klastera u AP Vojvodini, koja je posledica kako adekvatnog izbora pokazatelja poslovanja, tako i adekvatne podele skupa opština Vojvodine na klastere.

Based on applied cluster analysis, Vojvodina municipalities are classified in five clusters (groups), and two other municipalities are left outside the cluster. The aim of this study is to determine to what extent each of the observed performance indicators, as well as all together, contribute to the separation of the observed groups of Vojvodina municipalities in separate clusters, based on the coefficient of separation power (separability coefficient). The determined values of separability coefficients indicate a very good separation of clusters in AP Vojvodina, which is the result of both an adequate choice of business indicators, as well as adequate separation of Vojvodina municipalities into clusters., Rad predstavlja nastavak istraživanja koje smo ranije sproveli i utvrdili nivo razvijenosti malog i srednjeg preduzetništva u oblasti agrobiznisa u Republici Srbiji. Prvobitni rezultati pokazuju da je AP Vojvodina deo Srbije s najrazvijenijim malim i srednjim preduzetništvom u oblasti agrobiznisa. Prethodna istraživanja su nastavljena kako bi se utvrdilo kakva je unutarregionalna razvijenost ovog sektora u AP Vojvodini, te je klaster analizom izvršeno grupisanje opština AP Vojvodine prema nivou razvijenosti MSP u agrobiznisu. Primenom klaster analize, opštine u Vojvodini svrstane su u pet klastera (grupa), a dve opštine su ostale van klastera. Cilj ovog rada jeste da se na osnovu koeficijenta moći razdvajanja (koeficijenta separabilnosti) utvrdi u kojoj meri svaki od posmatranih pokazatelja poslovanja, a i svi zajedno, doprinose razdvajanju posmatranih grupa opština Vojvodine u izdvojene klastere. Utvrđene vrednosti koeficijenata separabilnosti ukazuju na veoma dobru razdvojenost klastera u AP Vojvodini, koja je posledica kako adekvatnog izbora pokazatelja poslovanja, tako i adekvatne podele skupa opština Vojvodine na klastere.",

AB  - Sistematski i kontinuirani proces merenja i upoređivanja poslovnih rezultata preduzeća u odnosu na poslovne rezultate lidera radi dobijanja informacija koje će pomoći preduzeću da preduzme akcije za poboljšanje svojih performansi je u funkciji unapređenja poslovanja. S tim u vezi je postavljen i prvi cilj rada, a to je da se primenom koeficijenta separabilnosti utvrdi koji pokazatelji uslova i rezultata poslovanja najviše utiču na razlike u poslovanju posmatranih MSP iz prehrambene industrije. Drugi cilj rada je da se primenom diskriminacione analize (I-odstojanja) izvrši rangiranje preduzeća na osnovu uslova kao i rezultata poslovanja, a zatim da se pomoću opšteg koeficijenta ranga (Ker) odredi opšti rang preduzeća. Rezultati analize pokazuju da se preduzeća značajnije razdvajaju prema rezultatima nego prema uslovima poslovanja, a rezultati poslovanja su takođe presudno uticali na opšti rang svakog preduzeća.

Models for optimizing vegetable production structure on family farms

AB  - Vegetable production has great economic importance for further development of agriculture, and for the overall economic development of the Republic of Serbia. Its importance is reflected primarily in the fact that it is one of the most intense branches of plant production that enables more rational and more intensive use of land, greater employment of the workforce and mechanization, and therefore, greater economic efficiency compared to crop or livestock production. Moreover, vegetable production represents an important raw material basis for various forms of processing, but also has a great influence on development of the food industry. In the Republic of Serbia vegetable production is almost entirely concentrated on family farms, which are the most important production unit, both in production potentials, as well as in production volume. The plain of Vojvodina region is very suitable for vegetable production because of its favorable climate and natural characteristics. In addition, the importance of vegetable production in Vojvodina region is indicated by the fact that farms that are specialized in vegetable production, floriculture and other horticulture have the highest average economic value, although they are represented with only 1.4% of the total number of farms. Within this group, farms that are specialized in vegetable production have a dominant share, both in the open, and in a protected area, and it is nearly 60%. Considering the importance of family farms, subject of this study is a comparative analysis of vegetable production on family farms ‐ vegetable production in greenhouses, as well as open‐air vegetable production. Accordingly, the primary goal of the research is determination of such a structure of vegetable production that will meet the needs of the farm, and to thereby maximize financial result with respect to bio‐technical, technological, production and market constraints. AB  - Proizvodnja povrća ima veoma veliki ekonomski značaj za dalji razvoj poljoprivrede, odnosno za privredni razvoj Republike Srbije. Značaj proizvodnje povrća ogleda se pre svega u činjenici da je to jedna od najintenzivnijih grana biljne proizvodnje, koja omogućuje racionalnije i intenzivnije korišćenje zemljišta, veću zaposlenost radne snage i sredstava mehanizacije, a samim ti i veći ekonomsku efektivnost u odnosu na ratarsku ili stočarsku proizvodnju. Pored toga, proizvodnja povrća predstavlja značajnu sirovinsku osnovu za razne oblike prerade, pa tako u velikoj meri utiče i na razvoj prehrambene industrije. U Republici Srbiji proizvodnja povrća je gotovo u celosti skoncentrisana na porodičnim gazdinstvima, koja predstavljaju najznačajniju proizvodnu jedinicu, kako po proizvodnim potencijalima, tako i po ostvarenom obimu proizvodnje. Ravničarski region Vojvodine je zbog svojih povoljnih klimatskih i prirodnih karakteristika veoma pogodan za povrtarsku proizvodnju. Pored toga, na značaj proizvodnje povrća u Regionu Vojvodine ukazuje podatak da gazdinstva koja su specijalizovana za povrtarstvo, cvećarstvo i ostale hortikulture imaju najveću prosečnu ekonomsku vrednost, iako su zastupljena sa samo 1,4% u ukupnom broju poljoprivrednih gazdinstava. AB  - Encouraging work performance is a strategic and key task, reflected in employees' motivation and creating conditions to express their creativity, as well as an adequate way of evaluating and rewarding work results. In the context of improving efficiency, an important precondition is continuous research and measuring employee satisfaction. The results of this research are directed primarily at desgning processes and activities, as well as defining short-term and long-term measures to improve satisfaction and motivation. This paper will analyze data on employee satisfaction, obtained by interviewing employees at the Faculty of Agriculture in Zemun. The purpose of this study is to identify the causes of employees' job satisfaction/dissatisfaction, in order to take measures to improve employee satisfaction and to help improve business performance.

DEA ranking of municipalities of the Republic of Serbia based on efficiency of SMEs in agribusiness

AB  - The most important aspect of any business is efficiency. The goal is to achieve a greater output results using less inputs, i.e. to maximize the use of available inputs. Numerous mathematical and statistical procedures, such as DEA technique (Data Envelopment Analysis), take an important place in the process of the effective management of the company and its business activities. This paper illustrated the application of DEA technique in assessing the business efficiency of SMEs in agribusiness in Vojvodina Measuring the efficiency of business operations of SMEs is based on the values of the following indicators: fixed assets, working capital, number of companies, number of employees, total income, profit and loss. The data used to calculate the values of indicators of business efficiency were obtained from the Statistical Office of the Republic of Serbia, based on the annual accounts of SMEs in agribusiness for four-year average (2008-2011). The aim of this paper is statistical assessment of business efficiency of SMEs in agribusiness using DEA technique, and then, based on the results obtained, to perform the ranking of Vojvodina municipalities in which observed SMEs were located, and finally, based on 4 models, to show sensitivity of DEA technique compared to different combination of input / output indicators, so therefore, caution is needed when this method is used. If the combination of parameters in the model is better, the results are more realistic, since if a key parameter is omitted, wrong decisions could be made.
AB  - Najvažniji aspekt svakog poslovanja jeste efikasnost. Cilj je da se uz što manje ulaze postignu što veći izlazni rezultati, tj. raspoloživi ulazi maksimalno iskoriste. Brojne matematičko-statističke procedure, poput tehnike DEA (Data Envelopment Analysis) analize, zauzimaju značajno mesto u procesu merenja efikasnog upravljanja preduzećima i njegovim aktivnostima. U radu je ilustrovana primena DEA tehnike u oceni efikasnosti poslovanja MSP u agrobiznisu u Vojvodine. Merenje efikasnosti poslovanja malih i srednjih preduzeća se zasniva na vrednostima sledećih pokazatelja: stal na imovina, obrtna sredstva, broj firmi, broj zaposlenih, ukupan prihod, dobit i gubitak. Podaci koji se koriste za izračunavanje vrednosti pokazatelja efikasnosti poslovanja dobijeni su iz Zavoda za Statistiku, a na osnovu završnih računa MSP u agrobiznisu za četvrogodišnji prosek (2008-2011 god.). Cilj istraživanja ovog rada je, najpre statističko ocenjivanje efikasnosti poslovanja MSP u agrobiznisu primenom DEA tehnike, a zatim da se na osnovu dobijenih rezultata izvrši rangiranje opština Vojvodine kojima pripadaju posmatrana MSP i najzad da se na osnovu 4 modela pokaže koliko je DEA tehnika osetljiva metodologija na promenu kombinacija ulazno/izlaznih indikatora, zbog čega se mora biti vrlo obazriv u primeni iste. Što je kombinacija parametara u modelu bolja to su i rezultati realniji, jer ako se izostavi neki ključan parametar mogu se doneti pogrešne odluke.

abstract = "The most important aspect of any business is efficiency. The goal is to achieve a greater output results using less inputs, i.e. to maximize the use of available inputs. Numerous mathematical and statistical procedures, such as DEA technique (Data Envelopment Analysis), take an important place in the process of the effective management of the company and its business activities. This paper illustrated the application of DEA technique in assessing the business efficiency of SMEs in agribusiness in Vojvodina Measuring the efficiency of business operations of SMEs is based on the values of the following indicators: fixed assets, working capital, number of companies, number of employees, total income, profit and loss. The data used to calculate the values of indicators of business efficiency were obtained from the Statistical Office of the Republic of Serbia, based on the annual accounts of SMEs in agribusiness for four-year average (2008-2011). The aim of this paper is statistical assessment of business efficiency of SMEs in agribusiness using DEA technique, and then, based on the results obtained, to perform the ranking of Vojvodina municipalities in which observed SMEs were located, and finally, based on 4 models, to show sensitivity of DEA technique compared to different combination of input / output indicators, so therefore, caution is needed when this method is used. If the combination of parameters in the model is better, the results are more realistic, since if a key parameter is omitted, wrong decisions could be made., Najvažniji aspekt svakog poslovanja jeste efikasnost. Cilj je da se uz što manje ulaze postignu što veći izlazni rezultati, tj. raspoloživi ulazi maksimalno iskoriste. Brojne matematičko-statističke procedure, poput tehnike DEA (Data Envelopment Analysis) analize, zauzimaju značajno mesto u procesu merenja efikasnog upravljanja preduzećima i njegovim aktivnostima. U radu je ilustrovana primena DEA tehnike u oceni efikasnosti poslovanja MSP u agrobiznisu u Vojvodine. Merenje efikasnosti poslovanja malih i srednjih preduzeća se zasniva na vrednostima sledećih pokazatelja: stal na imovina, obrtna sredstva, broj firmi, broj zaposlenih, ukupan prihod, dobit i gubitak. Podaci koji se koriste za izračunavanje vrednosti pokazatelja efikasnosti poslovanja dobijeni su iz Zavoda za Statistiku, a na osnovu završnih računa MSP u agrobiznisu za četvrogodišnji prosek (2008-2011 god.). AB  - Changes of the political and economic concept initiated during the 1980s and still ongoing have significantly altered the strategy of agribusiness development. The direction has switched from the development of the agro-industrial complex that is focused on socialization of agriculture and creation of large corporate business systems towards a completely opposite concept, which implies privatization and development of small and medium enterprises. Current state of small and medium size agricultural entrepreneurship in Serbia is far below its potential and below satisfactory. Underused economic potential of agriculture is a great opportunity for the development of both SMEs and the agribusiness. The ranking of districts based on the prominence level of examined parameters will enable a formation of related groups and a determination of similarities or differences in the observed regions. In this study, we used cluster analysis to determine how the districts in Serbia are grouped according to development level of small and medium agribusiness enterprises in order to obtain insight into the current state of regional development of this sector, as well as into the possibility for developing the least developed regions in Serbia. Cluster analysis yielded five homogeneous groups, whereby each cluster has its own special characteristics in terms of prominence of certain observed indicators.
AB  - Promene političkog i ekonomskog koncepta koje su započete osamdesetih godina prošlog veka i traju do današnjeg dana bitno su promenile strategiju razvoja agrobiznisa. Sa koncepta razvoja agroindustrijskog kompleksa usmerenog ka podruštvljavanju poljoprivrede i stvaranju korporativnih velikih poslovnih sistema, prešlo se na sasvim suprotni koncept, odnosno privatizaciju i razvoj malih i srednjih preduzeća. Nivo razvijenosti malog i srednjeg preduzetništva u poljoprivredi Republike Srbije je daleko ispod mogućeg i zadovoljavajućeg. Veliku šansu za mala i srednja preduzeća, a samim tim i za razvoj agrobiznisa, predstavlja nedovoljno iskorišćeni ekonomski potencijal koji poseduje poljoprivreda. Rangiranje okruga prema stepenu ispoljenosti ispitivanih pokazatelja omogućiće formiranje srodnih grupa, te definisanje sličnosti ili razlike posmatranih regiona. Klaster analiza je metod koji će utvrditi kako se grupišu okruzi u Republici Srbiji prema nivou razvijenosti malih i srednjih preduzeća iz oblasti agrobiznisa i tako dobiti uvid u trenutno stanje regionalne razvijenosti ovog sektora, te mogućnosti razvoja najnerazvijenijih područja u Srbiji. Analizom grupisanja izdvojeno je pet homogenih grupa okruga, pri čemu svaki klaster ima specifičnosti u pogledu izraženosti pojedinih od posmatranih indikatora.

AB  - Traditional and typical agri-food products in the Republic Serbia have an important place in consumption. These products, especially from the Pester region in the South-Western of the Republic of Serbia where the Sjenica cheese is produced, have a good image in the Serbian market. From the market side there are no difficulties for commercialisation of traditional and typical agri-food products. However, only some of them are protected properly, while for the majority there is no protection of any kind and many of them are at risk to be lost from the market and therefore the agrifood potential would be not valorised. Evidence from other countries, especially from the EU, showed that Protected Geographical Indications (PGI) could ensure proper valorisation of agri-food potential and improve marketing. The objective of this paper was to analyse how PGI of Sjenica Cheese could allow preserving and valorising of resources of Pester region.

Antioxidant potential of basil (Ocimum spp.) genotypes grown in Serbia

AB  - Basil (Ocimum spp. L, family Lamiaceae) has been grown traditionally in Serbia for decorative, medicinal, and as a spice used in cooking. In Orthodoxy it is used in religious services, and in India and Pakistan basil it is an herb dedicated to the Goddess Tulsa. Secondary metabolites from Ocimum species possess an exceptional biological activity and have: bactericide, fungicide, repellent, antiinflammatory, antioxidative, antidiarrheic, chemopreventive and radioprotective effects. The antioxidant potential of different genotypes was examined of Basil from Serbia according to their anti-radical capacity (Free Scavenging Capacity - RSC).The analyzed genotypes included: Genovese, Lattuga, Fino Verde, HolanDanin, Compact, Lime, Cinnamon, Siam Queen, Blu Spice, Purple Ruffles, Purple Opal, Osmin and Holy Red. The DPPH assay was used to measure stable free radicals. The analysis of these genotypes indicate that Purple Opal has the highest antioxidant potential of IC50=0,14 mg/ml.

Factors the regional development agriculture of Serbia

AB  - In spite of the former regional policy, insufficient attention is directed towards specific conditions of local development, therefore this segment of development is still considered to be unsolved. Factors affecting the regional development of agriculture, in opinion of the author of this paper, and at the same time supporting the search for new status and role of local regions, are presented on picture 1. Preparation of regional development of agriculture especially emphasizes the need to investigate actual problems such as: definition of agricultural areas, determination of production potentials, production orientation and optimal territorial distribution of production.
AB  - Od završetka Drugog svetskog rata naša zemlja je nastojala da rešava ekonomske i socijalne probleme nedovoljno razvijenih područja, između ostalog i administrativnim intervencijama. Iako država u tim svojim nastojanjima nije jasno definisala ekonomsku potrebu tih područja, ipak su se mogla identifikovati dva glavna cilja: (1) podsticanje pomeranja industrije, a posebno poljoprivrede iz relativno bogatih područja u siromašna, ili u područja koja su imala visoku nezaposlenost; i (2) stvaranje uslova za uravnotežen razvoj zemlje korišćenjem prirodnih i ljudskih resursa. Međutim, i pored svih nastojanja jaz između razvijenih i nerazvijenih regiona tokom proteklog perioda još više se povećao. Prevazilaženje regionalnih nejednakosti predstavljalo je jedan od primarnih ciljeva društveno-ekonomskog razvoja Srbije u prethodnom periodu. U Ustavu SFRJ bilo je definisano formiranje Fonda za kreditiranje bržeg razvoja privredno nedovoljno razvijenih republika i autonomnih pokrajina.
