The influence of extreme weather events on farm economic performance – a case study from Serbia

AB  - Western Balkan region, particularly Serbia, is faced with an increased frequency of extreme weather events, as a consequence of global climate change. However, there is still no enough research on how the effects of extreme weather events could be measured on the farm level. More importantly, there is no standard international methodology that is used regularly to address the issue. Therefore, the aim of this research was to evaluate the effects of extreme weather events on business performances of two the most common farm types in Serbia. To achieve this goal, the authors performed a financial loss assessment on a farm level. Panel models and R software environment were used to perform a multiple regression analysis allowing to indicate determinants of financial loss indicator depending on the farm’s production type. The results indicated that performance of both farm types is more influenced by drought than by floods. The regression analysis revealed that for both farm types financial stress is the most important independent variable.

Technical efficiency of arable farms in Serbia: do subsidies matter?

AB  - This paper analyses the technical efficiency of arable farms in Serbia and its determinants using a two-stage double bootstrap Data Envelopment Analysis (DEA) approach on the Farm Accountancy Data Network (FADN) data from 2014 and 2015 with special emphasis on the impact of agricultural subsidies on the technical efficiency of arable farms in Serbia. Bias-corrected DEA efficiency scores were first calculated and then regressed on a set of explanatory variables using the double-truncated regression approach. The estimates suggest that the share of rented land, land to labour ratio and financial stress variables are the main determinants of arable farm efficiency in Serbia. For the subsidies we found that area payments and input subsidies have some impacts on the technical efficiency of arable farms. In contrast, investment and other subsidies were found to have an insignificant impact on farm technical efficiency. These results suggest that the future potential shift of the Serbian agricultural support towards the Common Agricultural Policy (CAP)-like area based payments is expected to have a minimal but likely positive impact on farms technical efficiency in Serbia.

AB  - The economic and political crisis Serbia had to face during the nineties affected the competitive advantages its agricultural sector had in comparison with the other countries of the region. Despite a number of differences related to the specific economic, political and social settings and developments, the reform path Serbia started in 2000 showed a number of similarities, but also some differences in comparison with most of the Central and Eastern European Countries. In this paper the main features of structural changes in the Serbian agricultural sector are analyzed, also in comparison with other countries in the region, the basic factors that contributed to these changes are identified and explained, and the key consequences and implications of this process are examined.

How do farmers respond to rural development policy challenges? Evidence from Macedonia, Serbia and Bosnia and Herzegovina

AB  - Rural development policy reforms and necessary institutional adjustments are of particular importance in overcoming the transitional challenges for the Western Balkan countries, whose economies are highly dependent on agriculture. The complex rural development context in these countries triggers the need for better understanding and explaining of the factors influencing the use of rural development policy funds. The research aim is to identify how the behavioural determinants and some socio-economic characteristics influence farmers' intention to apply for rural development support (RDS). The analytical framework is based on the theory of planned behaviour and structural equation modelling by using farm survey data collected in Macedonia, Serbia and Bosnia and Herzegovina in 2014. The results suggest that the success of RDS depends on farmers' underlying psychological constructs. The intention to use RDS funds is stronger with farmers with positive attitudes (in all three countries), support from the social environment (in Serbia and Bosnia and Herzegovina) and higher perceived behavioural control (in Bosnia and Herzegovina and Macedonia). Prior experience with applying for RDS funds has positive effects on forming farmers' intention to apply for RDS, while the influence of age, education and perceived farm profitability on the behavioural determinants is less pronounced. Investigating the farmer's behaviour in these Western Balkan countries provides novel insights that could be used for related policy strategies.

AB  - The identification of environmental awareness in this paper was conducted through its basic dimensions: attitudes, behavior and willingness of the respondents to participate in solving environmental problems. The paper focuses on understandings, attitudes and motivations that influence the decision of farmers regarding key issues related to the environment and agricultural production. In the empirical section, this paper assesses whether and how environmental practices follow environmental attitudes of the respondents. One of the hypothesis is that formal education, as an important determinant, has a significant impact on the attitudes regarding environmental protection and the application of positive environmental practices. What was also examined was the extent of and the manner in which information in the field of agriculture and environmental protection, influences the attitudes, practices and involvement of farmers in preserving the environment.
AB  - Ovaj rad se fokusira na shvatanja, stavove i motive koji utiču na odlučivanje poljoprivrednih proizvođača o ključnim pitanjima koja se odnose na životnu sredinu i poljoprivrednu proizvodnju. Identifikacija ekološke svesti sprovedena je preko njenih osnovnih dimenzija: stavova, ponašanja i spremnosti ispitanika za učešće u rešavanju ekoloških problema. U empirijskom delu, u radu se procenjuje da li i koliko ekološke prakse prate ekološke stavove ispitanika. Jedna od hipoteza je da formalno obrazovanje kao važna determinanta značajno utiče na stavove o zaštiti životne sredine i primenu pozitivnih ekoloških praksi. Takođe je ispitivano u kojoj meri način i nivo informisanosti u domenu poljoprivrede i zaštite životne sredine utiču na stavove, prakse i angažovanje poljoprivrednih proizvođača u očuvanju životne sredine.

Rural development policy: A perspective of local actors in Serbia

AB  - Key challenge in transitional countries is effective decentralized local governance with strong capacities for dealing with new rural development programming instruments. In this paper we have examined the attitudes of local rural development actors (RDA) in Serbia on rural development policy priorities, in particular their attitudes on beneficiaries of rural development measures, policy objectives, and the most efficient strategies of rural development. We also analysed whether the respondents' attitudes differ depending on the socio-economic characteristic of surveyed regions (South and North of Serbia). Data on attitudes of RDAs were collected through direct survey with representatives of 30 rural communities, and analysed using descriptive statistics methods and Ajzen's theory of planned behaviour. Results indicate that respondents' attitudes on rural policy are conservative and oriented towards objectives related to agriculture and interests of farmers and that socio-economic characteristic of the regions contribute to distinction in attitudes of RDAs.
AB  - Ključni izazov za zemlje u tranziciji predstavlja decentralizovana lokalna samouprava sa jakim kapacitetima koji omogućavaju rad sa novim modelima podrške ruralnom razvoju. U radu su istraživani stavovi lokalnih aktera u Srbiji o prioritetima politike ruralnog razvoja, tačnije o prioritetnim korisnicima podrške za ruralni razvoji, prioritetnim ciljevima, kao i najefikasnijim strategijama ruralnog razvoja. Takođe je istraživano da li razlike u odgovorima potiču od socio-ekonomskih karakteristika ispitivanih regiona (Sjever i Jug Srbije). Podaci su prikupljeni putem ankete sa 30 predstavnika lokalnih zajednica, analizirani i interpretirani uz pomoć metoda deskriptivne statistike i Ajzenove teorije planiranog ponašanja. Rezultati ukazuju da su stavovi ispitanika o ruralnim politikama konzervativni i orjentisani ka poljoprivredi i intersima farmera, kao i da razlike u stavovima ispitanika potiču od socio-ekonomskih karakteristika regiona kojima pripadaju.

AB  - The rural development and its specific policy is a relatively new concept for transition countries aspiring to join EU. The South-Eastern Europe countries, Macedonia, Serbia and Bosnia and Herzegovina are transition countries on the way to EU, with substantial rural resources. Therefore, rural development policy is crucial for their sustainable development and quality of life of rural people. In the same time, the impact and success of such policy depends strongly on farmers' attitude, capability, understanding and motivation to use available funds. The aim of this paper is to determine and understand the factors behind the behavior of farm managers when applying for rural development funds. The analytical framework is based on the Theory of planned behavior; where the individual intention to perform a given behavior determines the performance and is shaped by the attitude, social pressure and the perceived behavioral control. This theory is widely applied in various scientific fields; but so far such an approach has not been used in understanding farmers' population and use of rural development programs. The survey took place in November-December 2014, in face-to-face interviews covering 895 farm households in Macedonia, Serbia and Bosnia and Herzegovina. The principal component analysis of the statements related to the farmers' opinions on rural development policies yielded into three logical factor sets related to the farmer's attitude, approval to apply and the perceived abilities of the farmer to use the available measures. The identified factors and their relations could be used for designing a more suitable approach to encourage and guide the farmers to maximize their use of available funds for rural development. This knowledge could serve as a basis for recommendations for policy makers when designing policies and informative materials, and for extension agents and advisors to improve their approach when addressing the rural issues.

AB  - Serbia is mostly rural country, as three fourth of its territory make rural areas, while almost half population is living in rural areas. Serbian agriculture is the sector which is very important for the total economy of the country in respect of resources, participation in GDP, employment as well as importance for rural areas and population. This is the only sector in Serbian economy that shows positive foreign trade balance in the recent several years.There are potentials for development of agrarian entrepreneurship on one hand, but on the other, there are constraints in existence of great number of small family farms whereas the huge share could not have commercial profile and could not live only from agricultural activities. The concept of multifunctional development of agriculture and rural areas is still present mostly in scientific and political sphere without clear explanation or interpretation as well as mechanisms of implementation. Serbia’s rural space is heterogenic and devastated in different extent, and therefore extremely complicated for planning of multifunctional development.

AB  - Most of the field crop production of Serbia is located in the region of the Autonomous Province of Vojvodina. About 52% of the cereal-growing area and more than 92% of the industrial crop-growing area of Serbia are located in the Vojvodina Province. Corn, wheat, sunflower, soybean and sugar beet predominate in the sowing structure. The study focused on the economic efficiency of field crop production on family farms in Vojvodina during the period 2005-2009. The aim was to analyze family farms 6-20 ha in size oriented to the production of some major field crops. Although these farms accounted for only 16.4% of the total number of family farms in Vojvodina, they used about 45% of the total arable land. The survey method was used to sample the data on some major production parameters on the 50 family farms focused primarily on field crop production in Vojvodina during the five-year period (2005-2009). The data were used for calculation the gross margin for the field crops analyzed in order to determine the changes of the economic efficiency of the production of some major field crops.
AB  - Najveći deo ratarske proizvodnje Republike Srbije ostvaruje se na području AP Vojvodine. Na ovom području zaseje se prosečno oko 52% ukupnih površina pod žitaricama i preko 92% površina pod industrijskim biljem. U setvenoj strukturi najzastupljeniji su kukuruz, pšenica, suncokret, soja i šećerna repa. U ovom istraživanju posmatrane su promene ekonomske efikasnosti ratarske proizvodnje na porodičnim gazdinstvima Vojvodine u periodu 2005-2009. godina. Predmet istraživanja su porodična gazdinstva veličine 6 do 20 ha koja su usmerena na proizvodnju najznačajnijih ratarskih kultura. Gazdinstava ove veličina čine samo 16,4% ukupnog broja porodičnih gazdinstava, ali koriste oko 45% ukupnog obradivog zemljišta u AP Vojvodini. Podaci o osnovnim parametrima proizvodnje prikupljeni su metodom ankete, koja je sprovođena poslednjih pet godina (2005-2009.) na odabranih 50 porodičnih gazdinstava usmerenih isključivo na ratarsku proizvodnju na području Vojvodine. Na osnovu anketom prikupljenih elemenata sastavljene su kalkulacije za obračun bruto marže za posmatrane ratarske kulture radi sagledavanja promena ekonomske efikasnosti proizvodnje.

AB  - Poljoprivreda, odnosno agrarni sektor ima veoma značajnu ulogu u privrednom razvoju Srbije na šta ukazuju pojedini makroekonomski indikatori. Učešće poljoprivrede u bruto domaćem proizvodu iznosi oko 11%, a ako se tome doda i oko 5% učešća agroindustrije (koja svoj razvoj bazira na sirovinama poljoprivrednog porekla) onda učešće agrarnog sektora dostiže oko 16%. Učešće ovog sektora u ukupnom izvozu Srbije iznosi oko 20% i posebno je značajno da je Srbija od 2005. godine neto izvoznik poljoprivrednih proizvoda, odnosno značajan faktor uravnoteženja spoljnotrgovinskog bilansa zemlje. Mlekarski sektor Srbije kao jedan od najvažnijih agrarnih sektora ima značajno učešće kako u formiranju društvenog proizvoda poljoprivrede, tako i u spoljnotrgovinskoj razmeni, odnosno izvozu. Posebno treba istaći da je Srbija od 2006. godine postala neto izvoznik mleka i mlečnih proizvoda. Predmet istraživanja u ovom radu su, pre svega, problemi vezani za organizacionu strukturu mlekarskog sektora, prometne tokove, bilans mleka i mlečnih proizvoda, kao i zastupljenost ovih proizvoda u spoljnotrgovinskoj razmeni Srbije u tranzicionom periodu. .

AB  - The goal of this paper is to present a method to establish the typology of rural areas in Serbia. Initially the OECD rurality criterion was applied to define the rural areas in Serbia. Subsequently, relevant indicators were selected (demographic, geographic, economic, employment-related, human capital, agricultural, tourism and infrastructure) and used to define and distinguish relatively homogeneous rural regions, based on correlation analysis, factor analysis (VARIMAX method) and cluster analysis. Cluster analysis revealed six regions of different sizes and characteristics. Practical considerations reduced this to four types, resulting in a robust scheme which accurately reflects the heterogeneous nature of rural Serbia.

AB  - In Serbia between the two polls (1991 and 2002) a significant decline of the total number of family farms (from 997235 to 778891) was recorded. Family farms were characterized by small-sized property and a substantial number of separate parts and plots. In addition, changes in the ownership structure of these farms were noted as well which no doubt affected business efficacy. Considering the importance of family farm size on the development of agriculture in transition, a comparative study of ownership structure between neighboring countries and Serbia was undertaken.
AB  - U Srbiji se između dva popisa (1991. i 2002. godine) značajno smanjio ukupan broj zemljoradničkih gazdinstava (sa 997.235 na 778.891). Gazdinstva zemljoradnika karakteriše relativno mala veličina poseda, kao i veliki broj odvojenih delova i parcela. Takođe su nastale izvesne promene u posedovnoj strukturi ovih gazdinstava, što se svakako odražava i na efikasnost poslovanja ovih subjekata u poljoprivredi. Polazeći od značaja koji veličina poseda zemljoradničkih gazdinstava ima za ukupan razvoj poljoprivrede u tranziciji, izvršena je uporedna analiza njihove posedovne strukture sa zemljama u okruženju.

AB  - Uključivanje naše zemlje u međunarodne trgovinske tokove i neophodnost prilagođavanja zahtevanim režimima imaće snažne posledice u agroindustrijskom sektoru. Komparativne prednosti poljoprivrede Srbije u odnosu na zemlje u okruženju značajno su umanjene usled zakasnelog procesa tranzicije i prilagođavanja. U oceni efekata pridruživanja na sektor poljoprivrede Srbije primenjena je multikriterijumska analiza. Ovaj pristup omogućuje minimiziranje rizika i neophodnih troškova prilagođavanja i obezbeđuje ostvarivanje najveće moguće koristi za nacionalnu poljoprivredu. Na primeru najosetljivijih delova proizvodnog lanca analizirane su promene, ocenjivani efekti i limitirajući faktori u nastupajućim integracionim procesima.

AB  - Serbia and Montenegro should prepeare for two important agreements in the field of trade-Stabilization and Association Agreement (SAA) with EU and membership in WTO. Basic elements of SAA consider market liberalization, and it should establish free trade zone between Serbia and Montenegro and EU. Many of livestock products, because of their sensitivity and importance for EU market, are excluded from the general rule so after coming into force of SAA, the customs tariffs for export into the EU will be abolished. This paper will present regime of market liberalization of livestock products supposed by SAA (signed by Macedonia and Croatia up to now) which is framework for future Serbia and Montenegro agreement.
AB  - Srbiji i Crnoj Gori predstoji potpisivanje dva važna sporazuma u oblasti trgovine-Sporazuma o stabilizaciji i priključenju (u daljem tekstu SSP) sa EU, i pristupanje WTO. Osnovni elementi SSP tiču se liberalizacije prometa i treba da dovedu do formiranja slobodne trgovinske zone sa EU. U ovom sporazumu proizvodi stočarstva tretiraju se posebnim klauzulama, imajući u vidu njihov značaj i osetljivost za tržište Unije. U radu će biti prikazani režimi liberalizacije prometa stočarskih proizvoda predviđeni SSP (koji su do sada potpisale Makedonija i Hrvatska) koji predstavljaju okvir u kom se mogu očekivati i rešenja za našu zemlju.

AB  - The special role of agriculture, being the branch of economy, in the economic system, economic and social policy of Yugoslavia, may be attributed to its indisputable specificity in the production and former development. The assignment of the agricultural policy is to make sure that its role is the leading one. In the past few years the Yugoslav agriculture policy has been redefined several times due to the fact that there have been significant social and economic changes at the international level. However the desired effects have been missing. A consistent agricultural policy is needed based on former experiences and an objective assessment of tomorrow respecting the interests of all the participants in the production and the impacts of the environment based on a dynamic and flexible conception.
AB  - Aktuelna agrarna politika SRJ ima duboke korene u agrarnoj politici bivše zemlje.Proteklih godina ona je usled novonastale, vanredne situacije u zemlji redefinisana i dopunjena novim organizacionim rešenjima i sistemom mera. Praksa je pokazala da se efekti ovih akcija nisu osetili u željenoj meri. Jedan od najvitalnijih sektora naše privrede time je ponovo prepušten stihiji, u nedostatku stabilnijeg koncepta njegovog razvoja.

AB  - One of the basic prerequisites for economic development in general therefore for the development of agriculture as well is the rational use of land area. The regional distribution of agricultural production has been the result of a continuos struggle to use the existing resources and social and economic factors of production more efficiently. This study reviews the current land area distribution of major agricultural capacities in Serbia showing thereby the comparative advantages and production possibilities of the regions analyzed.
AB  - Biološko-tehnički karakter proizvodnje, kakav ima poljoprivreda, kao i kompleks faktora koji opredeljuju prostornu distribuciju određenih linija poljoprivredne proizvodnje, svrstavaju poljoprivredu u red onih delatnosti (rudarstvo, energetika, turizam itd) koje imaju izraženu prostornu dimenziju. Cilj je rada da prikaže prostorni razmeštaj osnovnih kapaciteta (zemljišta, dugogodišnjih zasada i broja stoke) poljoprivrede, na osnovu učešća pojedinih regiona u ukupnim potencijalima Srbije. Time bi se stekao uvid u proizvodne mogućnosti i komparativne prednosti pojedinih područja kao neophodan preduslov racionalnog korišćenja raspoloživih resursa. Prilikom izbora jedinice posmatrana su dva kriterijuma, od kojih je jedan bio administrativne a drugi geografske prirode. Naime, Vojvodina i Kosovo i Metohija posmatrani su kao jedinstveni delovi, dok je prostor Srbije van teritorije pokrajina podeljen na ravničarski, brdski i planinski deo. Pri tome se pošlo od toga da postoje značajne razlike u pogledu prirodnih i ekonomskih faktora koji deluju na poljoprivrednu proizvodnju po pojedinim područjima, te da ih je moguće posmatrati kao posebne celine u okviru globalne poljoprivrede Srbije.

AB  - The first part of this article deals with the situation and changes in the world market of agricultural products. In the second part analysis is made of the position in foreign trade exchange of Yugoslav agriculture. Analysis is also made of the structure of turnover by sectors of goods for the whole agriculture and particularly for the sector 0 - food and live animals as the most important of them. Analysis is separately made of the trade balance of agriculture from 1986. to 1988.
AB  - Prvi deo rada obrađuje stanje i promene na svetskom tržištu poljoprivrednih proizvoda. U drugom delu se analizuje stanje u spoljnotrgovinskoj razmeni jugoslovenske poljoprivrede. Izvršena je analiza strukture prometa po robnim sektorima za celu poljoprivredu, a posebno robnog sektora 0-hrane i žive životinje kao najznačajnijeg od njih. Posebno je analizovan i trgovinski bilans naše poljoprivrede od 1986. do 1988. godine.
